Dear Flight Attendants,

Several news outlets have reported that Alaska Airlines flight 819 from Kona to Seattle was escorted into Sea-Tac International Airport by two F-15 fighter jets and safely landed almost three hours ago. A tip was received earlier today that a hijacker may be on board the flight. Upon landing, the man in question was escorted away by agents from the Federal Bureau of Investigation (FBI) and the Transportation Security Administration (TSA) as well as Port of Seattle police. An investigation into the tipster’s claims is on-going.

The Master Executive Council (MEC) is only reporting what is now public knowledge in the interest of calming rumors. The MEC applauds the professionalism of the entire crew and we are thankful for their safe arrival!

Dear Flight Attendants,

Alaska Airlines Inflight management has now posted sample pairings for the new San Diego Flight Attendant domicile on First Class → World of Inflight → SAN Base Opening. Since management has not yet widely communicated about the the SAN Base Opening folder or the sample pairings, the Master Executive Council (MEC) will help get out the word. Management has indicated an intent to expand the San Base Opening folder to include information such as relocation benefits.

The sample pairings are from the October 2012 flight schedule, which is when management conducted a domicile study to decide whether to open a new domicile. While the sample pairings are not based on the current schedule, management indicated to AFA that the pairings should be fairly representative of what we will see out of SAN. Please keep in mind that actual pairings in the future may not be the same. While management built these pairings based on the October 2012 flight schedule, they did not apply all of the production processes like they would for an actual month for bidding and operations. That is, the sample SAN pairings solution is a very rough sketch of what actual pairings will look like.

Dear Flight Attendants,

The System Vacancy Bid Survey 2013 closed on Friday, December 21, 2012. The participation rate was approximately 31%, but with over 900 responses it will at least give you a sense of desired staffing movement in conjunction with the new San Diego Flight Attendant domicile opening this spring. Links to the survey results can be found in ‘References’ below.

Overall it appears that initial seniority in San Diego will likely run somewhat similar to seniority system-wide: that is, neither particularly junior or senior. There is interest in San Diego across the system, but there appears to be a disproportionately large number of Los Angeles-based Flight Attendants who wish to transfer to San Diego. Many Flight Attendants report being in a “wait and see” mode in terms of considering a transfer to the new base.

After reviewing the relevant contract language in Section (§) 28 Domiciles and past practice, the Master Executive Council (MEC) agrees with management that a system-wide vacancy bid is not a requirement of opening a new domicile. The Portland domicile was opened in early 1996 via the normal posting of vacancies (no system vacancy bid) under the current language inherited from Southwest in 1994. Alaska Airlines management has consistently stated a desire to not force any Flight Attendant to any base as a consequence of opening the new base. The MEC concurs this is the best possible outcome, and we appreciate management’s commitment to making this transition as beneficial as possible for Flight Attendants system-wide. We sincerely apologize for any confusion that has resulted from earlier MEC communications indicating a system-wide vacancy would be required.

AFA has several meetings scheduled with management next week in which we plan to discuss a pairing study for San Diego, the methodology for a contingency bid pursuant to the opening of a new domicile as required per 28.A.1, and a timeline for the anticipated opening on April 1, 2013. As defined in the addendum to §28 Domiciles question #1, a contingency bid “may include a specific seniority number or range. If your contingency bid is possible at the time we close bids for the new base, you will be awarded the base.” Essentially, a contingency bid guarantees that a Flight Attendant will hold a certain seniority within a new base at the time of the transfer—there are no guarantees of seniority in the future.

The MEC knows how important it is for Flight Attendants to see a sample bid packet for San Diego and we will be actively pursuing this goal next week. Many Flight Attendants have also asked for a mock bid to see who is going to bid into San Diego. Realistically this will likely not be possible because of the short time frame. The other issue is ensuring adequate participation to make the results meaningful. At the very least you have the survey results provided here, but we will inquire with management to see if a mock bid can happen.

Our understanding is that management plans to post the full number of vacancies (~150 to 200) for San Diego to see how many Flight Attendants wish to transfer. If the Company does not get the number needed, management will back fill the positions with subsequent voluntary transfers and/or new hires in a stepped opening over the next several months.

Washington, DC – The Coalition of Flight Attendant Unions, representing nearly 90,000 Flight Attendants in the United States, applauds the Transportation Security Administration (TSA) for announcing inclusion of all U.S.-based Flight Attendants into the risk-based, Known Crewmember program. Veda Shook, Association of Flight Attendants-CWA (AFA) International President; Laura Glading, Association of Professional Flight Attendants(APFA) President; Sito Pantoja, International Association of Machinists (IAM) General Vice President; Captain David Bourne, International Brotherhood of Teamsters (IBT) Airline Division Director; and Jim Little, Transport Workers Union (TWU) International President, today issued the following statement:

“Flight Attendants across the United States have secured a top priority: inclusion in the alternate, expedited security screening program, Known Crewmember. Flight Attendants are key partners in aviation security.

Providing the same access to expedited, alternate screening for all crewmembers will help advance aviation security and the overall travel experience for passengers.

“Including Flight Attendants in KCM has many benefits. For Flight Attendants, it is recognition of our important role as first responders and as integral members of a security team charged with ensuring the safety of air transportation. Reporting to work with procedures that support our role is paramount. For the TSA, alternate screening allows resources to be focused more on improving security through risk-based screening. For the traveling public, KCM will reduce the number of individuals passing through TSA passenger checkpoints and will remove obstacles to the timely arrival of crewmembers reporting for duty at the aircraft.

“Inclusion of Flight Attendants and Pilots in the same KCM program recognizes that all crewmembers are subject to the same intense screening and background checks, and all crewmembers are certified by the Federal Aviation Administration. The Flight Attendant members we represent are especially grateful for the forceful advocacy and unwavering support we received from Representatives Sheila Jackson Lee and Bennie Thompson and Senator Mary Landrieu who championed this issue and helped make today’s announcement a reality.

“On behalf of nearly 90,000 Flight Attendants in the U.S., we applaud the TSA for their efforts to continually improve the traveling experience with effective airport security screening. We also appreciate the efforts of our airlines through A4A, the work of the Air Line Pilots Association, and our allies in industry and in government for supporting a risk-based approach to security in our nation’s aviation system.”

Known Crewmember is a program of expedited screening for authorized and trusted crew members at security screening checkpoints utilizing established security clearances that each aviation employee clears as a condition of employment. Flight attendants could begin to experience expedited screening as early as the fall 2012.
