        Proportional Domicile Staffing

        Master Executive Council (MEC)

        The AFA Alaska MEC sent a letter to Alaska Airlines management last week advocating for growing each domicile proportionally via vacancy awards and new hire domicile assignments through 2023. We have all read and heard “we appreciate you” and “we care” in one form or another, but management must now demonstrate its values to do the right thing by turning those words into action. Management acknowledged receipt of the MEC’s letter and indicated they will respond early this week.

        Reduction in Force Part 2

        Avoiding Involuntary Furloughs: Extend the CARES Act Payroll Support Program

        The single most impactful thing that you can do to completely avoid involuntary furloughs (IVFs) in October would be for you, your family members and your friends to contact Congress and demand our legislators extend the CARES Act Payroll Support Program.

        We need urgent action on this now and every day in July:

        1. Call your Representative and Senators. Flight Attendants, family and friends should make three calls every day: two to the Senate line and one to the House line.

        Sample Script:
        Hello, I am a constituent calling to ask [Representative] /[Senator] to help save my job as an essential worker. Take legislative action in July to extend the CARES Act Payroll Support Program for aviation workers in order to avoid massive job loss in October. Keep us connected to our jobs, our paychecks, and our healthcare. Thank you for your urgent attention to this.

        Status of Primary Travelers and Registered Domestic Partners

        On ELOA, EVF and IVF

        AFA has confirmed with Employee Travel that Primary Travelers and Registered Domestic Partners retain online pass benefits (Alaska Airlines [AS], Horizon Air [QX] and SkyWest operated as Alaska Airlines [OO]) while on an Extended Leave of Absence, Enhanced Voluntary Furlough or during the contractual eligibility period (of varying durations pursuant to §18.M [Online Pass Privileges During Involuntary Furlough]) if involuntarily furloughed.

        On Retiree Travel

        For Flight Attendants considering the Early Out packages, Registered Domestic Partners but not Primary Travelers retain online pass benefits under the Early Out packages (and Retiree Travel if eligible).


        Order of Awards for EOs, ELOAs and EVFs

        Early Outs (EOs), Extended Leaves of Absence (ELOAs) and Enhanced Voluntary Furloughs (EVFs) will be awarded in the following order:

        • EOs (EOP-1 and EOP-2) in Occupational Seniority (system seniority) order
        • ELOAs (ELOA-12) and EVFs (EVF-6, EVF-9, EVF-12, EVF-15) in Occupational Seniority (system seniority) order

        Seniority Accrual, Pay Rates and Retention of Longevity

        Seniority accrual

        Pursuant to the Reduction in Force 2020 Sideletter of Agreement (7/8/2020), Occupational Seniority (e.g. for schedule and vacation bidding, Longevity Paid Time Off eligibility) and Company Seniority (e.g. for vacation accrual and non-revenue travel boarding priority) will continue to accrue while on an Extended Leave of Absence, a Voluntary Furlough or if involuntarily furloughed.

        Pay rates

        Flight Attendants will continue to move through the step rates of pay if eligible while on ELOA, EVF or IVF.

        Longevity

        Longevity, which is “vesting service” for 401(k) vesting and retirement eligibility, is frozen (retained but not accrued) while on ELOA, EVF or IVF.

        Merged Seniority List FAQ

        Thanks for your patience as the Seniority Merger Integration Committee (SMIC) collected and compiled responses to your most frequently asked questions (FAQ).  We have posted a document with these questions and answers.

        You can find the link to the FAQ document in the email version of this article.  Please check your personal email for a message from the AFA Alaska Seniority Merger Integration Committee containing the link to the FAQ document.  If you did not receive the email, please contact your Local Council Officers.

        The questions included in this FAQ are:

        1. Where can if find the merged seniority list?
        2. How was the seniority list integrated?
        3. How was the seniority list integrated with the classes that had the same seniority date for both L-AS and L-VX? (same-day tie-breakers)
        4. Did everyone keep their relative seniority?
        5. How did the SMIC determine the initial training credit for the L-AS FAs?
        6. Did Jet America Flight Attendants get training credit when they merged with Alaska?
        7. What if I believe my seniority information is incorrect on the new list?
        8. When will I be able to see seniority by base?
        9. Where is the seniority information for FAs working in a supervisor/non-flying role for Inflight?

        Seniority Merger Deadline – November 24

        This Friday, November 24, is the constitutional deadline for challenges to either the competitive bidding date or date of birth that were included on your Seniority Verification Letter (SVL). There are instructions on the SVL informing you of how to send information if you believe either date is incorrect.

        If you did not receive your SVL, you may request that a duplicate be sent to you by email.  To do so, send your request to the following email address: seniority@afacwa.org.  Your request must include your Name, Employee Number, Council/Base, and your Email Address.

        During January 2018, the Seniority Merger Integration Committee (SMIC) will meet in Washington DC at the AFA International Office.   At this week-long meeting, the plan is to complete the research, resolve any incorrect dates, certify each seniority list, determine the training adjustment to apply to AS seniority dates, determine the same-day tie-breaker, and finally, merge the two seniority lists into a single seniority list. Additionally, the SMIC will draft a document for the entire membership to explain the details of the process and answer questions that have been received from various members.

        Seniority Merger Update – November 16, 2017

        The Seniority Merger Integration Committee has been contacted by some members who were confused about the recent Pilot Arbitration, and whether our seniority integration would involve arbitration.

        For both Flight Attendants and Pilots, the seniority integration process is determined by the Constitution and Bylaws (C&B) of each Union. Each C&B has a unique set of rules that governs the process for the benefit of the respective memberships.

        At the Airline Pilots Association (ALPA), their C&B does involve arbitration as part of their process. This addresses the needs of the members at ALPA.

        At AFA-CWA, our C&B focuses on our “competitive (bidding) seniority.” We do not rely upon an outside arbitrator making decisions based upon the merged airlines. In essence, we keep our bidding seniority, and take that with us into the merger. The only permitted change is to address different training policies. In our case, since one group has competitive (bidding) seniority from the beginning of training and the other group has it from the end of training, a training adjustment may be determined.

        In simplest terms, the VX Flight Attendants will see no change to their current competitive (bidding) seniority dates. The competitive (bidding) seniority dates of AS F/A’s can only be adjusted to accommodate the difference in training policies, but otherwise everyone on that list will remain in the same relative order. The work of determining a training adjustment and merging the lists will be accomplished by the Seniority Merger Integration Committee during January 2018.

        Reminder: If you did not receive your Seniority Verification Letter (SVL), you may request that a duplicate be sent to you by email.  To do so, send your request to the following email address: seniority@afacwa.org.  Your request must include your Name, Employee Number, Council/Base, and your Email Address.

        Note that November 24 is the deadline to notify us of any inaccuracies. Instructions are on your SVL.
