        SAN Roadshow Q&A 12/11/14 Afternoon Session

         

        Section 3 – Scope

         

        Q: Could a manager/supervisor fly on a sequence with a deadhead?

        A: Yes, but the provision would require they fly as an extra.

         

        Q: Is allowing manager/supervisors a union busting tactic?

        A: No.

         

        Q: What about allowing a side letter to allow managers to fly outside of the provisions in the agreement?

        A: AFA leadership and MEC are not in the position to put in place side letters without membership ratification unless there is a benefit to all Flight Attendants. Please review the Constitution and Bylaws. Live LTFA is an example.

         

        Q: Is this opening a door for management flying?

        A: Supervisors/managers that are FAA certified as a Flight Attendant may already sit in jump seats. They typically choose to sit in passenger seats. They are also able to participate in IOEs and checkrides.

         

        Q: How many flights in the last 3 years have cancelled due to Flight Attendants?

        A: None. Typically cancellations are due to pilot shortage, pilot duty limitations, weather and mechanical.

         

        Section 8 – Hours of Service

         

        Q: Did you review how the 4k and 15 minute debrief would affect the flying in each domicile?

        A: Yes

         

        Q: What pairings may be affected by the 15 minute debrief based on today’s flying?

        A: ORD, MCI, STL, AUS, SAT, DFW, SJD.

         

        Q: What pairings are affected by 4k based on today’s flying?

        A: SEA-DTW, SEA-IAH, PDX-PVR.

         

        Q: Why did the Company want both the 15 minute debrief and 4k?

        A: They are different applications and provide protections in regards to number of legs, sit time, reassignment, JA just as an example. The 4k and 15 min debrief are contingent on the pay scale and length of steps during the bargaining of the agreement. This is part of your overall consideration. You can see the letter directly from Shane on the Negotiations Blog where he answers this question.

         

        Section 9 – Junior Availability and Premium OT

         

        Q: Is JA done by the overall system or base specific?

        A: Just like today JA is based on the domicile. However under TA2 Crew Scheudling will be required to look at all of those legal and available on duty within the specific domicile from which they are JA’ing.

         

        Section 10 – Scheduling

         

        No questions

         

        Section 11 – Reserve

         

        Q: If a reserve offers to do a 4k how does that work?

        A: On the LTFA a reserve would opt in for 4k flying on LFTA.

         

        Q: If a Reserve flies a 4k what is their minimum rest on RON and at Domicile?

        A: RON rest is scheduled no less than 10 hours for ALL sequences. Domicile rest for Reserves under the current agreement is 9 hours, however, under TA2 Reserves will receive domicile rest of 11 hours and 30 minutes.

         

        Q: Under the current contract if a lineholder calls in well they may sometimes be connected to their sequence at another point within the sequence, is this changing?

        A: No, this will remain the same application as today.

         

        Section 12 – Exchange of Sequences

         

        Q: If CS takes a trip do they have to go in seniority order or will they go by the comments field?

        A: They will go in seniority order.

         

        Q: Could we take a survey to see if we like the new OT or want cancellation within the 12 month period?

        A: That would be a decision by your MEC. This is not a requirement in the current contractual provisions.

         

        Section 14 – Vacation

         

        Q: Is my vacation included in my 960 for an extra week of PTO at 25 years?

        A: Yes.

         

        Section 16 – Sick Leave and On the Job Injury

         

        Q: If I picked up 4 days of reserve sick leave make up and I restore my sick leave overall total prior to completing all of my reserve days am I required to remain on reserve?

        A: Yes, unless you submit a personal drop and the drop is granted.

         

        Section 21 – Compensation

         

        Q: Will we receive longevity premium pay on sick leave or vacation?

        A: No.

         

        Q: Is longevity premium attached to a 480 application?

        A: No, longevity premium is a separate line item, paid exactly like reserve flying premium. The longevity premium is not paid on vacation or sick leave.

         

        Section 22 – Expenses

        Section 23 – Insurance

         

        Q: Can you coordinate with FMLA for the 480 look back for benefits?

        A: Yes, review 15.M and 15.N.. There is typically a medical leave where you are coordinating benefits or not coordinating. If you call in FMLA for a trip, that occurrence will NOT be considered as an event that would require a look back. There must be coordination of sick leave to trigger the 480 look back.

         

        Section 27 – General Association

         

        Q: Will there be a specific phone number designated to reach the Scheduling Chair?

        A: We have not work out a specific number to call, would be safe to assumed availability through a cell phone and email. Also your LEC officers are available for local issues.

         

        Q: Since the operation runs 24/7 will there be more than one full time scheduling chair?

        A: No. There is only one scheduling chair that will oversee the operation. S/he will be expected to work a full schedule in the office and available to assist as needed. In special circumstances such as JA the Scheduling Chair is notified prior to assignment being issued and will take an active role in specific times of need.

         

        Section 32 – Attendance Policy

         

        Q: If I have a 3-calendar day trip because my release is after midnight on the 3rd day and call in sick how many points would I receive?

        A: 1.5 points, it is .5 point per calendar day. Some 3-day calendar trips may be reduced to 2 day trips due to the 15 minute debrief. The sick call is based on how the trip is scheduled. This is the same practice as today.

         

        Q: I read there is ability to have a supervisor/manager contact me and I must return contact in specific situations, why is that?

        A: In difficult times it is sometimes challenging to ask for help or know resources such as medical leaves or FMLA. We have seen circumstances where the lives of Flight Attendants were saved because of AFA/management reaching out to FAs in special circumstances. In addition, we also see many grievances where if resources were used Flight Attendants jobs may have been saved.

         

        Random Q&A:

         

        Q: Does sick child or sick family count towards vacation accrual?

        A: No. But sick child and sick family TFP credit would count towards 480 for insurance.

         

        Q: Is there any limit on CPA flying by SkyWest or Horizon operating as Alaska Airlines?

        A: No.

         

        Q: Does CPA flying concern AFA?

        A: The smaller planes we are not as concerned. If AAG was to purchase larger aircraft and operate as a separate company is concerning but we did not achieve any more favorable application than the Alaska Airlines pilots.

         

        Q: Do we have protections in TA2 in case we are absorbed by another airline?

        A: Yes.

         

        Q: Did you improve deadhead language?

        A: Yes, there is a requirement to provide a passenger seat if the deadhead is in excess of 4 hours.

         

        Q: Would we get retro on minimum pay rules since the implementation says no later than May 1st, 2015?

        A: There is no retro on the minimum pay rules, however you may put in an activity claim for the sit time.

         

        Q: What happens if the date of implementing minimum pay rules exceeds past May 1st, 2015?

        A: AFA would file a grievance and would ask for monetary penalties, but there is no guarantee we would be successful in achieving those penalties. Contractually there is no requirement to pay a penalty.

         

        Q: Are Jet Bridge trades only between FAs of same domicile?

        A: Yes, the FAs and the pairing must be the same domicile.

        Here are the stats presented at the recent Roadshows this week showing a pairing run with just the Minimum Pay Rules and a run with the Minimum Pay Rules, 4k and 15 min change. Why did we not compare current runs used today as well? Because we do not plan on giving back the Minimum Pay Rules gained in TA1. We wanted to provide an apples-to-apples comparison about what it would look like if we used our current route structure with just the Minimum Pay Rules and what the combination of Minimum Pay Rules, 4k and 15 min would produce.

        A couple key components to consider in reviewing these stats – this is done without the locking of flying that is done today and will be done in the future. Example, LAX always has locked flying (example – when you see a negative number, it can be a result of the fact that locked flying has not been programed in either of these runs (but would be programed for runs that are bid on by each base) not just as a result of the 4k or 15 min changes). This is how route structures are designed and aircraft utilization is put into practice, ALSO these numbers do not included the contractual 10% of 4K flying that must be pushed to the domiciles that do not have city pairings that qualify for a 4k directly out of their domicile.

        Section 3 – Scope

        Q: If they fly they are only the extra?

        A: Yes, unless in a cancellation.

         

        Q: Management flyers are not replacing reserves?

        A: Correct.

         

        Q: Could a supervisor come on as an extra under this program and conduct a check ride or IOE while acting as an extra?

        A: No. IOE, Checkrides and Management Flying are all separate functions and must be performed as such. The supervisor/manager will disclose which function they are performing.

         

        Section 8 – Hours of Service

         

        Q: If one person on the crew calls to adjust the 15 min debrief it applies to everyone on the pairing?

        A: Yes

         

        Q: What if there is a benefit one way and not the other between two Flight Attendants?

        A: Go with what actually took place, if debrief was extended, call and extend.

         

        Q: Could you fly a 4k from West Coast to Hawaii?

        A: No. In addition, if a base was opened in Hawaii you could not fly 4k turns to West Coast.

         

        Q: Can our debrief be adjusted to long lines or waits in Customs and Immigration?

        A: No.

         

        Section 9 – Junior Availability and Premium OT

         

        Q: If there is a JA out of order both the Flight Attendant who was JA’d and the FA who should have been JA’d will be paid?

        A: Yes. The FA who was JA’d out of order and flew will receive 2.5x plus additional .5 penalty for total of 3.0x. The FA who should have been JA’d will receive 2.5x pay protection. The financial penalty for JA out of order is significant.

         

        Q: Does the 118.2 tfp protection and minimum days apply to avoiding JA?

        A: Yes.

         

        Q: If I am JA’d the day prior and subsequently flying is picked up on the limited day and reopens the day could I drop the trip if I have not already dropped my 40 TFP?

        A: Yes

        Section 10 – Scheduling

        Section 11 – Reserve

        Section 12 – Exchange of Sequences

         

        Q: When the trial is at the 12 month expiration date how is it decided if it remains in effect?

        A: If neither party terminates the OT trial during the 12 month period it will become the new system. During the trial period parties must agree to change thresholds prior to any cancellation of the program. If cancelled, then parties will negotiate a new OT system

         

        Section 14 – Vacation

         

        Q: In TA 2, if I have worked TFP below 240 for the calendar year I am no longer entitled to my unpaid vacation days?

        A: That is correct. In the current contract if you do not meet the 480 requirement you receive the vacation days, but without pay, considering you met the 1/12th requirements as well.

         

        Section 16 – Sick Leave and On the Job Injury

         

        Q: Does sick leave make up mitigate points?

        A: No.

         

        Q: Is there an order to requiring sick leave make up before JA’ing or Premium OT?

        A: There is no contractual requirement, but that would be the practical application.

         

        Section 21 – Compensation

         

        Q: Does calling in sick make you immediately ineligible do qualify for QPP?

        A: No. Sick Leave and Vacation do not count towards meeting the payout, however you have ability to fly or sit reserve in addition to your sick leave and vacation to meet the requirements. Practically some may find it easier during vacation to just pick up a sequence to offset the actual dollar amount of the bonus. Example is quarter 3 is $1000 paid for QPP but if you have 5 weeks of vacation during that quarter you would be required to fly 140 TFP additional to qualify, therefore if you wanted an extra $1000 you could pick up TFP equaling 19.5 TFP paid at $51.50 a TFP equals $1004.25. The practical application would tell you to enjoy your vacation and pick up a trip or trips equaling 19.5TFP. This example is only using the top of scale and 5 weeks paid vacation. This would vary person to person. It is really a time value of money when taking into consideration.

         

        Section 22 – Expenses

        Section 23 – Insurance

         

        Q: Do the 480 provisions take effect for those on a medical leave immediately?

        A: Yes, the 480 provisions are based on a calendar year. If you are coordinating sick leave you will receive this benefit of the look back to assist in meeting the 480 calendar year requirements. This is a benefit not afforded to our FAs today.

         

        Section 27 – General Association

         

        No questions

         

        Section 32 – Attendance Policy

         

        Q: Can I take a medical leave for less than 14 days?

        A: Yes, you can take a medical leave for any number of days. Many Flight Attendants have taken 3 day leaves of absence. There are no points associated with a medical leave, a medical leave can be back dated, taking a medical leave does not preclude you from record improvement under TA2. If you need assistance taking a medical leave there is a medical leave handbook and AFA representatives available to assist you with any type of leave.

         

        Random:

         

        Q: Who will oversee some of the implementation of the OT?

        A: AFA Scheduling Chair. If this TA is passed this individual will be additionally tasked with overseeing implementation of scheduling and OT.

         

        Q: Who does the NMB protect?

        A: Our passengers, they ensure transportation and capacity requirements are met and that essential service is provided.

        SEA Roadshow Q&A 12/10/14

         

        Section 3 – Scope

         

        Q: Does management require each supervisor to fly a certain amount each quarter?

         

        A: They have not thought the program out that far. There is no contractual requirement for a minimum or maximum. A few months back they were discussing supervisors taking passenger seats for once a quarter, anticipate a similar application. May be more often but starting out we believe once a quarter.

         

        Q: Why are there not further limitations on management flying?

        A: We didn’t achieve further provisions with limitations. We were able to agree on the language available in the TA.

         

        Q: You did ask for limitations caps and preferences?

        A: Yes.

         

        Q: How does allowing supervisors/managers as extras work with the Constitution and Bylaws?

        A: This provision is in place at other carriers with AFA. Management is not provided the protections of your agreement. AFA does not represent them in disciplinary cases. The language as written is NOT in conflict the AFA Constitution and Bylaws.

         

        Q: Why is management so adamant?

        A: They used the employee survey. Brad truly believes this is the remedy to limiting the gap between front line employees and management.

         

        Q: If we are in self help is our contract in effect?

        A: No, if you are in self help your contract is void.

         

        Q: How long have the other departments had programs with manager/supervisors? What is feedback from those departments?

        A: We are unsure of program implementation and feedback from other groups.

         

        Q: Is one provision of management flying “flying as extra” or “cancellation” more important than the other?

        A: Management believes both are critical.

         

        Section 8 – Hours of Service

         

        Q: What do you see as long range ramifications?

         

        A: Unknown what the future routes hold, but you can project based on new markets being grown by Horizon and SkyWest. Such as Omaha, Oklahoma City, Milwaukee, PDX to STL.

         

        Q: Would buying the Boeing Max affect the 4k?

        A: No the language is very clear on what defines a 4k, sit time, legs and return to domicile.

         

        Q: Does the cost savings for the 4k and 15 min debrief out weigh the overall cost of the agreement in TA2, a “wash” or “cost neutral”

        A: No. The agreement in TA1 was costed with around an increase of $17 million a year, TA2 adds another $13 million, for a total of $30 million over current cost per year. There is significant money in the agreement and over the life of the agreement is averaged with a 20% increase.

         

        Section 9 – Junior Availability and Premium OT

         

        Q: If awarded a schedule and trade with OT for same days, could I have LAX turn, trade with OT a ANC turn and someone picks up my ANC turn am I protected?

        A: Yes. You no longer are on duty and originally had flying on that day that is no longer replaced.

         

        Q: If I receive an ACARS within my debrief am I required to call?

        A: Yes.

        Section 10 – Scheduling

         

        No questions

         

        Section 11 – Reserve

         

        Q: How long for implementation to self assign?

        A: Second Quarter of 2016.

         

        Q: Can lineholders still bid down to reserve?

        A: Yes.

         

        Q: Can reserves jet bridge trade?

        A: Yes, with each other.

         

        Section 12 – Exchange of Sequences

         

        Q: Does the trial period have to happen for the full 12 months before either party cancels?

        A: No, but both parties are obligated to try different thresholds before cancelling.

         

        Q: What is implementation of OT trial?

        A: August 1, 2015

         

        Q: Will they have Crew Schedulers monitoring the system?

        A: No, they will not be limiting the day, it is automated system. Today scheduling controls the opening and closing of days.

         

        Section 14 – Vacation

         

        Q: We have vacation donation program?

        A: Yes.

         

        Q: Is there ability to accrue vacation on vacation donation if TA2 is passed.

        A: No, under our contract you are not able to accrue vacation on vacation. Under the vacation donation program you would still receive the pay. If on a leave and coordinating there is a 480 look back for the calendar year to determine benefits, so technically a Flight Attendant receiving vacation donation could receive vacation accrual based on the look back if meet the 480 requirement.

         

        Section 16 – Sick Leave and On the Job Injury

         

        Q: There used to be a sick leave program that allowed for direct pick up from OT? Why did the company want us to be reserves?

        A: This was an AFA provision. Didn’t want premiums to go away, didn’t want sick leave reserve used to supplement hiring and didn’t want OT combed for making up flying. Sitting reserve protects many provisions while allowing sick leave restoration.

         

        Section 21 – Compensation

         

        Q: What is withholding rate on a signing bonus?

        A: Around 35%. It is withheld at a higher rate, but taxed at your personal rate when filing your IRS taxes.

         

        Q: Could they start building our lines high to make us not achieve the QPP?

        A: There is an established base line average under TA2 between 75 and 85. That can not go up or down in excess of 10 TFP.

         

        Q: If I had a line awarded and wanted to trade a trip, I traded my EWR for FLL would I qualify for QPP?

        A: Possibly, as that trade would increase your flying and TFP worked from 12.8 to 14.4. But you would still need to meet the quarterly requirement. Jan plus Feb plus March, plus 0.10 tfp excluding vacation and sick leave.

         

        Q: Will there be real time calculators to show us where we are?

        A: Yes.

         

        Section 22 – Expenses

         

        No questions

         

        Section 23 – Insurance

         

        No questions

         

        Section 27 – General Association

         

        No questions

         

        Section 32 – Attendance Policy

         

        Q: Are leaves run concurrent?

        A: Yes, Alaska Airlines chooses to run FMLA and Medical Leaves concurrent under the law. If you are taking medical leaves it will reduce your allowable FMLA, if applicable. If you run out of FMLA or don’t qualify for FMLA you can still take medical leaves for yourself.

         

        Random:

         

        Q: Is there a time limit in mediation?

        A: No

         

        Q: Could a Presidential Emergency Board mandate a contract if either party declined the recommendations?

        A: Yes. Would take a 50% plus 1 vote of the house/senate.

         

        Q: Is there a 12 ½ hour duty day?

        A: No, there is a 4k sequence with specific requirements regarding opting in to flying in excess of 10 ½ hours up to 12 ½ hours. There is a definition in Section 5 that specifies how they are built within the restraints allowed.

         

        Q: Question regarding the NMB, processing, the industry and the political climate?

        A: Sara Nelson, AFA International President provided insight for this question and will provide a statement for your consideration.

         

        Q: What happens if we vote down TA2?

         

        A: We are under Section 6, mediation, another negotiations survey would be required, this negotiating commitee will not continue, have to hire and train new committee in WA DC, schedule more dates with NMB, could meet with management without NMB if parties agreed. We could be put on the shelf by the NMB, we would ask for a proffer and go into a cooling off period. A Presidential Emergency Board could be established, legislation could require us to accept a contract that was determined based on industry comparisons by individuals who do not know your job, work rules and other aspects of your career, we could be negotiating for years, Spirit Airlines is at 8 years, still asking for a release. There is a political environment where airlines are not being released, there is no time limit on length in mediation, could be months or years.

         

        Q: Would management flying take away from commuters?

        A: A supervisor/manager will occupy the jumpseat as an extra and potentially could limit on a small percentage of flights.

        SEA Roadshow Q&A 12/10/14

         

        Section 3 – Scope

        Q: If there were irregular ops can managers/supervisor bypass the provisions?

        A: No, there is no exception for irregular operations

         

        Q: Does AFA International advocate for managers/supervisors to work our union jobs?

        A: Don’t believe we advocate for this provision, however many carriers have similar provisions allowing managers/supervisors to perform our duties and cover a cancellation. In our afternoon session we will have Sara Nelson joining us, she is our AFA International President and could weigh in on this question.

         

        Q: Will we be training managers/supervisors?

        A: They are trained and FAA certified. There may be familiarization training but they do know what is expected.

         

        Q: If there is safety related issue am I able to write up the manger/supervisor?

        A: Yes

         

        Q: Could Brad Tilden sit on a FA jumpseat?

        A: On non revenue flights they are able to sit in jumpseat. There is ability for certain individuals to sit in the flight deck.

         

        Q: Will we know ahead of time that managers/supervisors will be on our flight?

        A: There is no contractual requirement, but commitment to day prior.

         

        Q: If I feel like I want to comp something will I have to explain that to that manager/supervisor?

        A: You may, but if you follow the comp guideline you should be good.

         

        Section 8 – Hours of Service

         

        Q: If changing the 15 minute debrief due to extending past the time is it all or nothing?

        A: Yes. Either all FAs receive the adjustment or none.

         

        Q: Do you see this 15 minute debrief as coming back on them?

        A: They will pay a scheduler to sit and answer the phone to adjust. Don’t see as a huge issue.

         

        Q: If I block in 20 minutes early, then have a 15 minute debrief would I need have time adjusted if extended past 15 minutes?

        A: Yes, you would need to have your time adjusted. 15 minute debrief is based on parking brake set and L1 door open. If you extend past your debrief call and have time adjusted.

         

        Q: Is management concerned they will have less pre-boarders?

        A: Crew Scheduling is concerned as the 15 minute debrief is limiting. However the limitation on number of airport standby reserves on duty at the airport was removed. There is still a personal limitation on number of APSB per month which is a separate provision.

         

        Section 9 – Junior Availability and Premium OT

         

        Q: If I am JA’d within the 15 minutes but subsequently my debrief is extended do I still have to accept JA?

        A: Yes. As long as notified prior to scheduled debrief ending.

         

        Q: Any discussion about having more reserves?

        A: Absolutely. There is no contractual provision requiring a specific reserve threshold. We were not successful in reaching agreement on such provision.

         

        Q: Was it your feeling at the table that management is going to use JA as a staffing tool?

        A: No management is not going to use as a staffing tool. The pay penalty is significant at 2.5X.

         

        Q: Longevity Premium is paid on JA and Premium OT?

        A: Correct. Everything except vacation and sick leave.

         

        Q: Can I be JA’d into my vacation?

        A: No. Same as today.

         

        Section 10 – Scheduling

         

        Q: When Scheduling calls and I was offered I rejected first day, accepted another day, am I waiving for entire month?

        A: No, each time waiver is required.

         

        Q: How will this affect LAX pairings?

        A: There will be changes to pairings, however there are protections such as multiday sequence minimums, average duty period guarantees, sit pay premium. There will be protections for inefficient pairings.

         

        Q: Can people just transfer and bump me down?

        A: There would need to be openings in the domicile for FAs to transfer in.

         

        Q: Since this is defined, my concern is wanting to adjust return to base 4k using a sideletter?

        A: No difference. This MEC does not put side letters without membership input or ratification. Attempting to change a duty day or other work rules would require membership to vote to make any changes to the agreement.

         

        Q: I am being asked to accept a 4k reassignment due to my trip being changed, but it is only trip Crew Scheduling has available am I pay protected if I don’t accept the 4k?

        A: Yes, you would be pay protected.

         

        Section 11 – Reserve

         

        Q: I won’t get in trouble if I check my email after 15 minute debrief?

        A: Correct. There is reasonable amount of time allowed in order to check email.

         

        Q: If I preference my ER day does that count towards the 1 of 2 conversions?

        A: Yes.

         

        Q: If you pick up reserve as a lineholder are you entitled to all reserve premiums, A pay, etc?

        A: Yes. You are entitled to the premiums.

         

        Q: If I meet my maximum reserve threshold will I not be able to assign above my guarantee?

        A: You are not able to exceed your guarantee by more than 10TFP.

         

        Q: If I am a lineholder and I have 3 reserve days what is maximum tfp amount I can self assign?

        A: 25 TFP for a 3 day. 15 TFP, plus 10 above the guarantee.

         

        Q: Is there a penalty for assigning LFTA out of order?

        A: There is no financial penalty.

        Section 12 – Exchange of Sequences

        Q: The thresholds can change during the trial?

        A: Yes. By mutual agreement. This is to keep the trial open and adjust the numbers.

         

        Q: What is the restriction with OT?

        A: 40 TFP net give away.

         

        Q: If the day is limited is there ability for a 4 day in OT could I trade two 2 days?

        A: No, under the trial it is day for day or greater. There is possibility they will program

         

        Section 14 – Vacation

         

        Q: If this does pass when will 480 requirements take effect?

        A: The new calculation will start January 1st, 2015 for 2016 benefits.

         

        Q: On holiday pay if I fly 8 TFP trip do I receive 16 TFP towards my 480?

        A: No. Just like today. On a holiday your TFP step rate is paid at double, but you still receive 8 TFP credit towards the 480.

         

        Q: If bidding for PTO is that 1st or 2nd round of vacation bidding?

        A: 2nd round.

         

        Q: When will all minimum pay rules be in effect?

        A: No later than May 1st, 2015. However in the mean time you are able to submit activity claim for sit pay premium.

         

        Q: If TA passes will Jan 1, 2015 and subsequent Jan 1 be paid as a holiday?

        A: Yes.

         

        Section 16 – Sick Leave and On the Job Injury

         

        Q: Can I self assign on a sick leave makeup reserve day?

        A: Yes.

         

        Q: Will points be taken away for sick leave makeup?

        A: No, it is not a point mitigation system, rather sick leave restoration.

        Section 21 – Compensation

         

        Q: If I am off on medical do I still get signing bonus?

        A: Yes

         

        Q: When will pay rates become effective?

        A: December 17th.

         

        Q: Let’s say I take all 4 weeks of vacation in a quarter and only flew my awarded line what would happen in regards to the QPP?

        A: You wouldn’t make the QPP payout.

         

        Q: If I have vacation in the entire month how will my QPP be determined?

        A: Your personal PBS award per month over the quarter. PBS sets the bar. Everyone’s bar is different.

         

        Section 22 – Expenses

         

        No questions

         

        Section 23 – Insurance

         

        Q: Is the 12 month look back rolling?

        A: No.

         

        Section 27 – General Association

         

        No questions

         

        Section 32 – Attendance Policy

         

        Q: If you call in Intermittent FMLA will you receive record improvement?

        A: Under current agreement no, under TA2 you could qualify.

         

        Random:

         

        Q: Was the crew meal cost incorporated into the per diem?

        A: Yes. We took the cost of crew meals, divided by overall time away from base which equaled around $0.22, we rounded up to $0.25.

         

        Q: Is there longevity hold up if I don’t meet the 480?

        A: Not in TA2, you are brought to your rate based on hire date.

         

        Q: What are items the company is very adamant about?

        A: Management flying, benefits, top of scale pay. 4k and 15 minute debrief contingent on rates, length of scale.

         

        Q: Was 401k discussed?

        A: Yes. We were not able to get a more favorable application.

         

        Q: If this is voted down do we start from TA2?

        A: There are no guarantees. Every section is open for negotiation. We do not anticipate a quick turn around.

         

        Q: What will happen to LAX if this is voted in?

        A: There is never a guarantee to keep any domicile. However, executive management has stated at this time there is no downsizing or closing of LAX. There was a time when even PDX was a domicile then converted to co-domicile and is now back to a domicile.

        Did you know that there is absolutely NO quarterly flying requirement in meeting the yearly 480 requirement? Just as to today, you DO NOT have to fly any set amount in a quarter when working to achieve the yearly flying requirement of 480 for benefits. There is no flying requirement to retain employment.

        ANC Roadshow 12/9/14 Q&A Afternoon Session

         

        Section 3 – Scope

        Q: The 2% of managers, is that the cap?

        A: Yes.

         

        Section 8 – Hours of Service

        Q: How is block-in determined?

        A: The parking brake must be set and the first aircraft door being opened to officially be “blocked in”.

         

        Q: Will all mid-con layovers go away?

        A: No, there will still be layovers. Planes will still need to RON.

         

        Q: Will we lose ANC-ORD layover?

        A: This is not a contractual change. Pairings can always rotate to other bases. There are no guarantees.

         

        Section 9 – Junior Available

        Q: So Crew Scheduling won’t call us at home anymore?

        A: Correct.

         

        Q: If you prefer off a day in PBS, can Crew Scheduling fly you on that day off?

        A: Yes. However, if you are awarded a trip on the day you prefer off and drop the trip and do not replace flying on that day then you cannot be Junior Assigned.

         

        Q: How early can you be Junior Assigned?

        A: The day prior to the Junior Assignment.

         

        Q: If I am contacted for a Junior Assignment prior to my 15 minute debrief ending am I required to accept the assignment?

        A: Yes.

         

        Section – Scheduling

        Q: In 5 years, could 4k sequences be as high as 50% pairings?

        A: No, there would have to be enough cities that qualify with the very specific parameters.

         

        Q: Could Hawaii ever qualify for a 4k trip?

        A: No, Hawaii does not qualify as it is more than 2000 miles each way.

         

        Q: Will the company consult AFA adding new cities that would qualify for 4k?

        A: There is no language to support a requirement to consult AFA, However, AFA will be aware of new potential 4k routes.

         

        Q: Can I ASAP on a 4k because I am fatigued?

        A: You can however it would have to be accepted based on the ASAP criteria and could be determined on a case by case basis.

         

        Q: At what time could a Reserve be forced a 4k pairing?

        A: 3 hours prior to departure (2 hours prior to check-in).

         

        Q: If a Lineholder is offered and accepts a 4k sequence will they be paid the 1.5x premium?

        A: No, the 4k 1.5x premium is for Reserves who are forced to fly the sequence.

         

        Section 11 – Reserve

        Q: What is self-assigning?

        A: If you are on reserve you will be able to self-assign trips from Open Time or Airport Standby. Self-assigned trips must be exact match to your block days and call type.

         

        Q: Will Airport Standby also be in Open Time?

        A: Yes, however you can only pick up within your call type. You can also trade Airport Standby assignment with another Reserve on Airport Standby. Reserves can also trade trips once assigned.

         

        Q: Is the go around credit improved for Reserves?

        A: Yes, it is now the same application as for a Lineholder.

         

        Section 12 – Open Time

        Q: What is the difference between a TO vs TX code?

        A: TO you can do a straight drop into Open Time and TX is a trade of day for day or greater.

         

        Q: Are the TO/CP/SL/CB/UB etc… codes able to be seen on the trips?

        A: Yes.

         

        Section 14 – Vacation

        Q: Does vacation count toward my 480 credit for my vacation accrual?

        A: No.

         

        Section 16 – Sick Leave

        Q: Does Sick Leave Reserve Make Up reduce my points?

        A: No. This is not a point reduction tool. It is a rapid accrual system to restore your sick bank.

         

        Q: Can you still call in well and do I have to sit reserve?

        A: Yes, you can still call in well. No you are not required to accept a reserve block. There is no change to this provision.

         

        Section 21 – Compensation

        Q: Why did we go with a signing bonus vs retro?

        A: We tried for retro but were unable to achieve it.

         

        Q: If I work a turn worth 4 TFP will I get paid 4 TFP or 5 TFP for the trip?

        A: With Minimum Pay Rules, (ADPG) you will be credited 5 TFP if flown, 4 TFP if you call in sick.

         

        Q: How many years can they go back on the 480 look-back?

        A: They need to go back as far as necessary to get a full 12 months even if it means looking back several years.

         

        Section 32 – Attendance

        Q: If I take a staffing leave in January will it preclude me from record improvement?

        A: No, leaves will no longer automatically preclude you from record improvement.

         

        Q: Can I now use my quarterly point reduction prior to using bank points?

        A: Yes. In today’s application bank points are automatically deducted and if you use your quarterly point reduction your bank points deducted and not restored. With TA2 you gain bank point protections and can now use your quarterly point reduction prior to using your bank points.

        ANC Roadshow 12/9/14 Q&A Morning Session

        Section 3 – Scope
        Q: Do managers get to choose their flights?
        A: Ron Calvin will be choosing the flights.

        Q: How much advance notice will we have for management flying?
        A: The day prior however there is no contractual requirement to give notice.

        Q: Prior to management flying to prevent a cancellation do they have to JA and go through all reserves first?
        A: Yes, in the sense that in order for a flight to be in jeopardy of cancellation there can be no Flight Attendants available to take the flight. Management cannot fly simply to minimize JA or retain Reserves.

        Section 8 – Hours of Service
        Q: Will all our mid con layovers become turns?
        A: No, there will still be layovers. Planes will still need to RON.

        Q: If a CSA meets the plane and tells you to pre-board is that considered sufficient notification?
        A: Yes, however the pre-board must start within your 15 minute debrief period.

        Q: With the 15 minute debrief would ANC get the PDX turn back?
        A: Yes, it would be possible with the new debrief time.

        Section 9 – Junior Available
        Q: If I get rid of my 4 day trip am I protected for the whole 4 days?
        A: Yes, as long as you don’t replace flying on those days you have immunity.

        Q: If Crew Scheduling calls you on a day that you drop do you have to accept the assignment?
        A: CS can’t call to JA you on a day that you dropped.

        Q: Can they JA a reserve?
        A: No, Reserves cannot be Junior Assigned.

        Section 10 – Scheduling
        Q: Do the 10% open up more flying to the other bases?
        A: Yes, it would potentially lock flying into other bases.

        Q: What flying is considered to be the “5%” of pairings? How is the 5% calculated?
        A: The 5% is of overall system wide pairings.

        Q. Will all of our long turns go away – now we have 100% of those and now it looks like they will go to SEA and PDX.
        A. No – one cannot think of it as the turns live in one base – the flying moves around the system. The :15 debrief creates the ability for mid-con turns to be available year-round.

        Q: How did the 90%-10% split happen?
        A: The company wanted all flying to be in one base. The NC negotiated a portion of the flying to be mixed and distributed into all bases to make it fair and equitable.

        Section 11 – Reserve
        Q: As a Lineholder if I pick up one reserve day from a Reserve would I be an ER?
        A: Yes, either PM or AM you would be converted to ER.

        Q: As a Lineholder picking up a reserve day would I automatically go to the top of the list?
        A: As a Lineholder you are automatically put to the bottom of the LTFA.

        Section 12 – Open Time
        Q: If the day is open can I drop or trade a trip?
        A: Yes, as long as there is a slot open the day will be considered open. When all slots are full the day will change to “limited”.

        Q: When will Open Time go into effect if the TA passes?
        A: August 2015

        Q: How will we know if a trip in OT is being offered at a premium by crew scheduling?
        A: Premium OT trips will have a different specific code attached so FAs will be able to identify Premium OT trips.

        Section 14 – Vacation
        Q: Do you have to work the full 480 to receive your full vacation credit toward your health benefits?
        A: The 480 for insurance is a soft 480 credit. Your full annual YOS vacation accrual counts toward your 480 to retain health insurance.

        Section 16 – Sick Leave
        Q: If you didn’t have enough SL to cover your trip and do Sick Leave RS Make Up, how much sick leave gets restored to your bank?
        A: Only the amount drawn from your SL bank will be restored at a 1:1 rate. Any additional Worked TFP would be credited at a 10:1 The FA would be paid for the excess Worked TFP, including the RS premium.

        Q: Who does Sick Leave Reserve Make Up help? Why would anyone want to do that?
        A: Everyone. Especially those wanting to maintain a particular amount of SL in their bank. If a FA is returning from leave or a new hire it can be hard to build up your SL bank. Sick Leave RS Make Up is a rapid accrual at 1:1 vs the standard accrual of 10:1.

        Q: When will the New Year’s Day holiday pay go into effect?
        A: January 1, 2015

        No.  All provision are the same as current book.  If a FA calls in well, Crew Scheduling may offer the following options and if the FA agrees, they may:

        1. Pick up their sequence at a SIP

        2. Receive a Like Sequence

        3. Sit Reserve

        4. Remain off duty for the remainder of the sequence and be paid SL.

        However, the difference is that under TA2, if you elect to sit Reserve, a line holder will by default be the last to fly within their call type and days of availability.  If the line holder would prefer they can opt in to the LTFA list.
