Holiday Bidding Tips

This holiday you may not hold your first choice in pairings and days off that you may desire at your seniority but that doesn’t mean you cannot try! There are many creative ways to bid in the holiday season that can set up your bid to ensure that if you have to work a date you do not desire, you are at least still asking for the kinds of pairings you do! The company forces coverage on Pairing and Reserve lines alike to ensure that the operation is covered and in holiday months this usually goes higher than normal in the seniority list.

Save the Date: Council 35 Membership Meeting

The next membership meeting for Council 35 members will be Thursday, December 12, 2022 at 1100 via Zoom. The purpose will be to discuss news and events happening in SFO.  The meeting is open to all Council 35 (SFO) members in good standing (up-to-date on dues). Agenda, time and registration details will be sent in a separate communication. 

Hotel Committee Update

With the holidays approaching please be ready for any hotel issues that may arise from the busy travel season.  Here are a few tips to remember:

  • Crewcare should be used to write up any hotel or transportation issues 
  • Call scheduling if hotel rooms aren’t available after 15 minutes of arrival
  • After inspecting your hotel room, close and lock your door immediately to prevent any employee from walking in unannounced
  • Be mindful of your surroundings when out and about on layovers.

Reserve Reminders

by the SFO Reserve Committee
Reserve committee members have noticed recently that there might be some confusion about how line holders are paid when picking up Reserves days. Lineholders get a daily TFP of 5 TFP instead of how reserves are paid for a monthly guarantee of 90 TFP which is 5 TFP a day. 

Example:

If a line holder picked up a 2 day block of Reserve days and the first day they sat and the second day they worked an ANC turn they would be paid 5TFP for the day they sat and then 8TFP for the ANC turn they worked.

MEC Committee Chairperson & Appointed Position Interviews

Master Executive Council (MEC)

In accordance with Article VI.C of the AFA Alaska MEC Policy and Procedure Manual, the term of appointment for the MEC Committee Chairpersons is concurrent with those of the MEC Officers.  As the current MEC Officer term will end on December 31, 2022, the MEC will be conducting a review of all MEC Committee Chairperson and other MEC-level appointed positions at a Special MEC Meeting to be held November 29 through December 1, 2022.

During this review process, the MEC will be interviewing for the following MEC-level chairperson positions:

General Qualifications

The following qualifications apply to all MEC-level Chairperson positions:

  • Previous experience as a Committee Member or Chairperson preferred (required for EAP).
  • Previous committee-specific training preferred (required for EAP).
  • Ability to attend meetings as required (primarily by videoconference and occasionally in-person).
  • Strong computer skills. Good working knowledge of Inflight Mobile Device, Google Workspace (email, calendar, and other software), and Microsoft Office.
  • Strong written and verbal communication skills. Ability to write membership communications, respond professionally to internal and external e-mail, prepare reports, and plan meetings agendas and take minutes.
  • Ability to meet deadlines, delegate responsibilities, and follow up on assigned tasks.

The following qualifications apply to all Inflight Training Committee positions:

  • Current Inflight Instructor who is regularly assigned to Inflight Training Department responsibilities.

Time Commitment and Flight Pay Loss for each position will be discussed during each interview.  All positions operate in accordance with AFA’s spirit of volunteerism.

Expressing Interest and Interview Scheduling

The MEC will hold interviews of eligible candidates during a special MEC meeting from November 29 through December 1, 2022.  If you’re interested in interviewing, plan to bid around these dates or adjust your schedule accordingly to accommodate.  All interviews will be conducted using Google Meet videoconferencing.

Celebrating Hispanic-Latinx Heritage Month

Human Rights Committee

September 15 marks the first day of Hispanic-Latinx Heritage Month in the United States.  The celebration, which is also referred to as National Hispanic Heritage Month, began as Hispanic Heritage week when it was established by legislation that was signed into law by President Lydon Johnson in 1968.  In 1988, the single week event was expanded to a month-long period to be celebrated each year from September 15 to October 15.

September 15 is of significance as it marks the anniversary of independence of the Latin American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua.  Mexico also celebrates independence on September 16, Chile on September 18, and Belize on September 21.

Hispanic-Latinx Heritage Month AFA Pins Coming in 2022

The AFA Executive Board recently passed a resolution recognizing Hispanic-Latinx Heritage Month and providing for the creation of a new diversity AFA pin in celebration.  You can read the complete text of the resolution by clicking here.  The new pin will be undergo the design and development process over the next year and will be made available in September 2022.

PBS Subcommittee Appointment

Master Executive Council (MEC)

Our Master Executive Council (MEC) conducted interviews this week for an additional PBS Subcommittee Member as previously announced in the August 6 AFA Update email.  The MEC would like to thank the candidates who demonstrated willingness to represent our Flight Attendants. After thorough consideration, the MEC has appointed SAN-based Flight Attendant Steven Patronsky to the position.

About Steve

Representing the membership and upholding contract compliance are the aspects of the work that most excites Steve about being appointed to the PBS Subcommittee. His volunteering history for AFA includes work on the Scheduling and Hotel Committees.  Steve’s recent accomplishments include completing a Master’s Program at the University of Central Florida and remodeling a 50’s era Mid-Century home in Orlando. 

About the Position

The PBS Subcommittee, part of the Scheduling Committee, works with the company and the Inflight Crew Planning Department to maintain the company’s preferential bidding system and oversee the bidding and bid award processes.  The Subcommittee represents and advocates for the MEC position in matters pertaining to bidding and the preferential bidding system.  Additional information about the position and subcommittee can be found by clicking here.

Why a $5 Starbucks Card is Important to Your Contractual Rights

Grievance Committee

In early 2020, our Grievance Committee included information in an AFA Update about a settlement agreement related to management issuing $5 Starbucks cards to ANC-based Flight Attendants for meeting an attendance goal back in 2015.  You can read the original communication from March 25, 2020 by clicking here (scroll to the Grievance Committee Update article, then the Recent Settled Grievances heading).  Due to the pandemic and other administrative issues, management is just now distributing the Starbucks card as agreed upon.

So Why Is This Important?

The issue at hand isn’t so much about the amount of the Starbucks card but rather what management did wrong.  The priority of our Grievance Committee is to ensure that management complies with our collective bargaining agreement (CBA).  In this case, management violated the CBA by awarding gift cards to a particular group of Flight Attendants for having better attendance rates than others without negotiating it with AFA.  Gift cards, which have a dollar value, are considered a form of compensation which is a negotiated part of our CBA.

If our Grievance Committee had failed to address this contractual violation, regardless of how small it may seem, it could open the door to management making other attempts to change our compensation or working conditions in violation of the CBA.  This settlement agreement protects your rights and makes all Flight Attendants equal in terms of the CBA.  Although it may only be $5 to each Flight Attendant, the overall cost to management for the settlement agreement is significant and a reminder not to violate the language in our contract.

PBS Subcommittee Member Interviews

Master Executive Council (MEC)

Background

The PBS Subcommittee, part of the MEC Scheduling Committee, works with the company and the Inflight Crew Planning Department to maintain the company’s preferential bidding system (PBS) and oversee the bidding and bid award processes.  The Subcommittee represents and advocates for the MEC position in matters pertaining to bidding and the preferential bidding system.

The PBS Subcommittee is currently made up of the MEC Scheduling Committee Vice Chairperson—PBS and two PBS Subcommittee Members.  The MEC is seeking to fill a third PBS Subcommittee Member position at this time. 

Qualifications

  • Robust working knowledge of hours of service, scheduling, and reserve provisions of the Flight Attendant collective bargaining agreement (CBA).
  • Knowledge of CFRs and other regulations pertaining to flight time, duty time, and crew rest guidelines.
  • Ability to work remotely and attend virtual meetings as required.
  • Strong computer skills. Excellent working knowledge of NAVBLUE PBS, Crew Access, Google email, and Microsoft Office.
  • Strong written and verbal communication skills. Ability to write membership communications, respond professionally to internal and external e-mail, analyze data, and prepare reports.
  • Ability to meet deadlines, take ownership of issues, and follow up on assigned tasks.

Duties

  • Regularly communicate with and provide updates to the MEC Scheduling Chairperson on the activities of the subcommittee
  • In advance of the bidding period each month, communicate with the MEC Scheduling Committee Vice Chairperson—Pairing Construction to understand changes in pairings for upcoming months and how Flight Attendant bids might be affected
  • Keep members knowledgeable about changes to the preferential bidding system, common mistakes and errors, misunderstandings about the system, and other topics of interest through the MEC Communications Chairperson
  • Provide assistance to Flight Attendants through base sits, one-on-one training sessions, and telephone support during the monthly bidding window and as requested by the MEC or LECs
  • Communicate with the MEC Reserve Chairperson to understand the needs and challenges of Flight Attendants holding reserve schedules and provide bid assistance

Time Commitment and Flight Pay Loss Reimbursement

  • This position is eligible for Company Business (CB) Flight Pay Loss (FPL), paid in accordance with section 27.P.1.e of the Flight Attendant CBA.  Time worked is logged on a monthly basis and paid at a rate of 0.75 TFP per hour with a 5% override at “A” pay.
  • Time commitment is approximately 30 to 40 hours per month.  Most of the workload is weighted heavily toward the first half of the calendar month during the bidding and bid awards processes.  These amounts can fluctuate.
  • Most work for this position can be performed remotely.

Term of Appointment

This position will serve for the remaining portion of the current MEC term of office, currently scheduled to end on December 31, 2022.

Occasional interaction with the Local Scheduling Committee Chairpersons and Local Scheduling Committee Members.

With The Master Executive Council

This position reports to the Master Executive Council through the MEC Scheduling Committee Vice Chairperson—PBS and MEC Scheduling Committee Chairperson.

With Alaska Airlines Management

Constant interaction with inflight management, particularly the Crew Planning Analysts (John Bumanglag and Kelly Yeager) and Manager of Crew Planning (Mac Patterson).

Let’s Talk About Eating Disorders

Employee Assistance Program (EAP)/Professional Standards Committee

The way we talk about eating disorders matters. Here are some facts you can use to help shape a conversation around eating disorders with family members and friends. If you or a loved one is struggling with an eating disorder, remember that your AFA EAP is a confidential resource for support, referrals and access to treatment.

Eating disorders are medical illnesses.

Genetic and environmental factors can influence eating disorders. An eating disorder is not a trend or a choice.

Eating disorders are serious and can be fatal.

Eating disorders often involve serious medical complications that can cause permanent damage or death. People with eating disorders also have an increased risk of dying by suicide.

Eating disorders can affect anyone.

Eating disorders do not discriminate. They affect people of all ages, races and ethnicities, and genders.

You can’t tell if someone has an eating disorder by looking at them.

People with eating disorders can be underweight, normal weight, or overweight.

Family members can be a patient’s best ally in treatment.

Eating disorders are caused by a combination of genetic, biological, behavioral, psychological, and social factors. Family members do not cause eating disorders and can be great sources of support.

It is possible to recover from an eating disorder.

Complete recovery is possible with treatment and time.

REMINDER: Negotiating Committee Interviews

Master Executive Council (MEC)

Our current Joint Collective Bargaining Agreement (JCBA) becomes amendable on December 17, 2021 but also contains an early opener clause for the negotiating process to begin as early as December 2020.  In anticipation of early openers, the Master Executive Council (MEC) will be conducting interviews for the Negotiating Committee during the March Regular MEC Meeting, to be held March 10 and 11, 2020.  All three Negotiating Committee positions are up for interview and consideration.  Per the AFA Constitution & Bylaws, the MEC President is the chairperson of the Negotiating Committee and rounds out the Committee as the fourth member.

The Negotiating Committee is charged to negotiate and institute the needs and desires of the Flight Attendants into an effective collective bargaining agreement (CBA).  The Committee should have a good working knowledge of the current CBA and be willing to devote their full time to the Committee during negotiations.  The members of this Committee shall serve as the CBA Interpretation Committee until a new agreement is completed.

Selection of Committee Members

  • Any person seeking a­­ position on the Negotiating Committee must submit a resume to the MEC
  • Committee Members will function until a new Committee is selected
  • The Chairperson of the Negotiating Committee will be the MEC President or her/his designee
  • Committee Members are selected by majority vote of the voting members of the MEC (LEC Presidents)

Committee Member Duties & Responsibilities

The duties and responsibilities of the Negotiating Committee shall include the following:

  • The Committee, with the advice of the Staff Negotiator shall have the authority to conclude an agreement, subject to the provisions of Article XII of the Constitution and Bylaws.
  • All members of the Committee, including alternates whenever possible, shall complete a negotiations training seminar prior to writing an “opener.”
  • Be familiar with Union policy and keep abreast of new developments in the industry.
  • Utilize the facilities and resources of the Union and the experience and knowledge of Union Officers, International Office staff and study committees of the Union. (eg., Legal, Retirement and Insurance, Wage and Working Conditions, etc.).
  • Maintain a current record of the:
    • Financial condition of the company.
    • Management lines of authority and methods of communication.
    • Operations statistics and experiences of the airline which may be used in bargaining, grievances, litigation, etc.
  • Be familiar with the wishes of the Flight Attendant group with respect to wages, working conditions, and work rules, through, for example, system-wide distribution of contract surveys, periodic road shows, etc.
  • Prepare the contract opener with the advice of the Staff Negotiator
  • Provide regular updates to the membership on the status of negotiations
  • Proof CBA language and agree with the Company on implementation and effective dates
  • Review tentative agreement with the MEC
  • Prepare membership summary package and Roadshow schedule
  • Present the tentative agreement to the members
  • Proof printed agreement and prepare CBA index
  • Prepare CBA interpretations for new concepts
  • Remain available as a resource for interpretations
  • Maintain a complete record of the negotiations, including proposals, notes and communications, and such record is the property of AFA-CWA.  A copy of this record will be forwarded to the International Office by the Negotiating Committee.
  • Maintain contact, through the MEC President, with IAM, ALPA, TWU, AMFA, and other applicable labor unions on property

Flight Pay Loss Reimbursement

Flight pay loss (FPL) reimbursement will be provided to Negotiating Committee Members at the rate of 6 TFP at “A” pay for 8 hours of work.  FPL is not reimbursed for days that solely contain travel to/from an activity.

The MEC will hold interviews during the March Regular MEC meeting from March 10-11, 2020.  Bid around the interview date or plan to arrange your schedule accordingly to accommodate.

AFA Dues FAQs

Membership Committee

How Often Are Dues Deducted?

Dues are deducted once per month on the 20th of the month and represent that months dues.

What If I Have a Past Due Amount?

Alaska Airlines will not deduct past due amounts from your paycheck.  If you have a past due amount owing, the AFA International Membership Service department will send you an invoice.  All past due amounts must be paid directly to AFA.

Do I Owe Dues If I Am On a Leave of Absence?

If you are on a leave of absence and coordinating any type of pay (sick leave or vacation), you are considered on payroll and you must pay your union dues.

If you are not coordinating enough to have your dues deducted (this is the last priority for payroll deductions) then you will receive an invoice from the AFA International Membership Services department.  This is a bill and the amount must be paid.  

If you are not receiving any pay, you are obligated to pay dues for the first 3 months of your leave.  After the three months period has passed, you do not have any further dues obligation until you return from your leave.

Where Can I Access Dues Check Off and Membership Forms?

You can access the Dues Check Off (DCO) form used for automatic payroll deduction of AFA dues and the AFA membership application on the membership page of the AFA Alaska website.

Department of Transportation Warning About CBD Products

Employee Assistance Program (EAP)/Professional Standards Committee

On Tuesday, February 18, 2020, the Department of Transportation (DOT) Office of Drug and Alcohol Policy Compliance issued a compliance notice regarding the use of cannabidiol (CBD) products for employees in safety-sensitive positions who are subject to drug testing per 49 CFR part 40 (which includes Flight Attendants).  You can view the notice by clicking here.

In summary, the notice states:

  • The Department of Transportation requires testing for marijuana and not CBD.
  • The labeling of many CBD products may be misleading because the products could contain higher levels of THC than what the product label states. The Food and Drug Administration (FDA) does not currently certify the levels of THC in CBD products, so there is no Federal oversight to ensure that the labels are accurate. The FDA has cautioned the public that: “Consumers should beware purchasing and using any [CBD] products.” The FDA has stated: “It is currently illegal to market CBD by adding it to a food or labeling it as a dietary supplement.” Also, the FDA has issued several warning letters to companies because their products contained more CBD than indicated on the product label.
  • The Department of Transportation’s Drug and Alcohol Testing Regulation, Part 40, does not authorize the use of Schedule I drugs, including marijuana, for any reason. Furthermore, CBD use is not a legitimate medical explanation for a laboratory-confirmed marijuana positive result. Therefore, Medical Review Officers will verify a drug test confirmed at the appropriate cutoffs as positive, even if an employee claims they only used a CBD product.

This information is consistent with other guidance on CBD previously communicated by AFA.
