        Introducing Your Virgin America Joint Negotiating Committee Member and Merger Representatives

        Your Master Executive Council (MEC) conducted interviews last week for one Joint Negotiating Committee (JNC) Member position and two merger representative positions that will represent pre-merger Virgin America Flight Attendants. The MEC would like to thank the candidates who demonstrated willingness to represent our Flight Attendants. After thorough deliberation, the MEC has appointed Jamie Cogen to the JNC position and Lynne Voigtsberger and Rolando Teran to the merger representative positions.


        Joint Negotiating Committee

        About Jamie Cogen

        Jamie started his career with Virgin America in 2009 as a Customer Service Agent. In January 2011 he joined the Inflight department and was initially based in New York (JFK). Jamie later transferred to San Francisco (SFO) where he upgraded into the role of Inflight Team Leader. In April 2013 he transferred to the newly opened Los Angeles (LAX) base where he remains today.

        In July 2013 Jamie joined a few other advocates in approaching Transport Workers Union to help organize and unionize the Flight Attendants. Twelve months later, with the assistance of TWU, the organizing committee, and a lot of determination the Virgin America Flight Attendants were certified by the National Mediation Board.

        Jamie graduated from the University of Phoenix with an AA degree in Hospitality, Travel and Tourism. Prior to becoming a Flight Attendant he worked for a large accounting software company helping clients with training, customization, and implementation.

        When not flying, Jamie resides in Long Beach, California where he likes to ride his bike, cook, read, and travel.

        About the JNC

        The Joint Negotiating Committee works to obtain interim safeguards including a fence agreement with management (which maintains separate Inflight operations for a specified period of time) and merge the collective bargaining agreement(s) and/or respective work rules into a collective bargaining agreement for the combined airline. Additional information about the JNC can be found at http://afaalaska.org/merger/jnc.

        Merger Representatives

        About Lynne Voigtsberger

        Lynne has been with Virgin America for 10 years. She worked in the role of ITM and is currently an ITL based at LAX.  She was an original member of the Work Rule Committee for 3 years and has also served as a Peer Review Panelist for 4 years.

        Lynne has worked as a Flight Attendant for 31 years, and her past history includes TWA and American Airlines during the merger in 2001.  During the merger, when the TWA Flight Attendants were stapled to the bottom of the American Airlines seniority list, Lynne became part of a team that fought and ultimately helped to enact the McCaskill-Bond Act of 2007 assuring that all future flight attendant seniority would be handled fair and equitable in the event of a merger or acquisition.

        Lynne lives in Redondo Beach with her husband and has a daughter living in Santa Barbara.  She loves all things beach related and spending time with friends. She does house, dog & cat sitting whenever possible, loves a fine wine, gardening, entertaining, and traveling.

        About Rolando Teran

        Rolando has been a San Francisco-based Flight Attendant with Virgin America for 10 years.  In addition to his flying duties, he has served as an Inflight Team Leader and Air Transportation Supervisor.  Prior to start up, Rolando also held a few other roles in assisting with other departments working at headquarters and a brief special assignment position in Guest Care after launch.

        Prior to Virgin America, Rolando worked the Flight Attendant position with Northwest Airlines for 17 years based in Detroit, New York and San Francisco.   While at Northwest, Rolando was an active Union member working with the base representative while under the Teamsters, PFAA and AFA-CWA prior to leaving Northwest.  Rolando was an active founding organizing member of the union involvement with TWU in 2010 along with other Virgin America inflight team members.

        Rolando resides in San Bruno with his partner of 21 years and their two Staffordshire Bull Terriers, Izzy and Lily.  He enjoys spending non-flying time with friends, beach and sand vacations, wine tastings, gardening or sometimes packing up the car with Izzy and Lily and taking hikes and long walks at any of the Golden Gate National Parks trails.

        About the Merger Representative Positions

        In their roles as merger representatives, Lynne and Rolando will be responsible for compiling the necessary information to merge the Flight Attendant seniority lists in the upcoming Alaska Airlines/Virgin America merger. They will work closely with the pre-merger Alaska merger representatives, the MEC, and the AFA International Office.  Additional information about the seniority integration can be found at http://afaalaska.org/merger/seniority.

        [VX] Seeking a Joint Negotiating Committee (JNC) Member and Merger Representatives

        The next step in the integration process is to appoint a Joint Negotiating Committee Member and two Merger Representatives.   Information about each of the positions as well as how to express interest can be found below.


        Joint Negotiating Committee (JNC) Member (1 position)

        Pursuant to Section X.D [Merger Policy and Related Employee Protective Provisions: Contractual Protection] of the AFA-CWA Constitution & Bylaws (C&B), the AFA Alaska Master Executive Council (MEC) is seeking one Virgin America AFA member to serve on the Joint Negotiating Committee (JNC) for merged contract negotiations.

        Purpose of the JNC

        The purpose of the JNC is to obtain interim safeguards, including a fence agreement with management (which maintains separate Inflight operations for a specified period of time), and merging the collective bargaining agreement(s) and/or respective work rules.  Many issues will need to be decided in order to provide for a smooth transition into one, combined carrier.

        Scope of the JNC

        From AFA-CWA C&B Section X.D.4: “The members of the negotiating committee shall have complete and full authority to resolve any and all trackage* disputes between the flight attendant groups including those arising from the interpretation or implementation of any agreement embodying interim safeguards.”

        *Trackage is a somewhat antiquated term originally associated with the railroad industry.

        Duties of the JNC

        • Attend initial training of new JNC members.
        • Conduct a review of the respective agreements (or work rules) to identify commonalities, differences, areas of cultural preference, benefits of each agreement (or work rules), and unique issues associated with specific air service.
        • Review collective bargaining agreements and employment terms at comparable airlines.
        • Create the Union’s opening position (“opener”) for merger negotiations.
        • Interface with counterparts at Alaska Airlines and engage in discussions to reach mutually acceptable provisions on merging the two Flight Attendant groups.
        • The MEC President is an ex-officio (i.e. “by right of holding another office”) member of the JNC.

        Expectations/Qualifications

        • Appointed by the AFA Alaska MEC and terms are served to completion at the approved of the MEC. Takes direction from the chairperson of the JNC (i.e. in this case the AFA Alaska MEC President) with input from the AFA International Collective Bargaining Department (i.e. staff negotiator) and Legal Department (i.e. staff attorney). After successful ratification of the JCBA will continue to serve as a contract interpretation resource for the JCBA.
        • Maintain a complete record of negotiations including proposals, notes and communications, and such record is the property of AFA-CWA.
        • Public interactions (including social media) must reflect favorably on AFA Alaska. If requested by AFA Alaska, JNC members must be willing to reasonably limit social media interactions for the duration of JCBA preparation, negotiations and implementation.
        • Ability to tolerate controversy amongst one’s peers.
        • Willing to travel for training, preparation, negotiations, roadshows and other meetings as needed.
        • Must be willing to adjust her/his schedule as needed, sometimes with very little notice.

        Flight Pay Loss/Expenses

        • 6 block-hours for each 8 hours of work.
        • Travel time is unpaid; exceptions will be treated on a case-by-case basis.
        • Meal & incidentals and other expenses to be reimbursed according to AFA Alaska Policy Manual and AFA-CWA C&B.

        Merger Representative (2 positions)

        One of the most important aspects of any merger of airlines is the integration of the seniority list.   The AFA Constitution and Bylaws provides for the Master Executive Council (MEC) to appoint two merger representatives from each airline.  Merger representatives have complete and full authority to act on behalf of the Flight Attendants of their respective airline for the purpose of compiling necessary employment data and a single flight attendant seniority list.  More information about duties and responsibilities of merger representatives are spelled out in Section X.C of the AFA Constitution and Bylaws.

        Duties and Responsibilities

        • Determine seniority numbers for each Flight Attendant by reviewing and determining date of bidding for seniority, initial training date, number of days of initial training, and if seniority was accrued for training (and if so, how many days were accrued).
        • Evaluate all protests to determined seniority, determine validity, and adjudge accordingly.
        • Compile and certify a combined system seniority list.

        Qualifications

        • Must be a current Virgin America Flight Attendant and AFA member.
        • Ability to analyze written data and information with high attention to detail.
        • Ability to commit time necessary to complete assigned responsibilities, including flexibility to meet on short notice.  Some travel will be required.

        How to Express Interest For the Positions

        • Interested candidates should submit an expression of interest letter and resume to MEC Secretary-Treasurer Linda Christou at linda.christou@afaalaska.org.  The deadline for applications is Friday, May 5, 2017 at 5 PM PDT.
        • Linda will contact applicants to coordinate an interview with the MEC. Depending on the number of applicants for each positions, telephone interviews may be conducted.  If needed, telephone interviews will be conducted on Tuesday, May 9.
        • Interviews for finalist candidates will be held on at the MEC meeting on Tuesday, May 16 or Wednesday, May 17.

        AFA Transitional Local Council 35 Virgin America Officer Appointments

        Pursuant to the AFA-CWA Constitution & Bylaws Article III.A.2 [Local Councils and Local Executive Councils: Establishment of Transitional Local Councils for Newly Organized Carriers], International President Sara Nelson has appointed Temporary Transitional Officers to represent AFA Transitional Local Council 35 Virgin America. AFA solicited input from Virgin America (VX) Flight Attendants for names of potential appointees and each potential appointee must have received a minimum of two recommendations and signed a commitment to serve. President Nelson commends VX F/As for the level of interest and engagement regarding the two positions, and she sincerely thanks all those who were willing to represent the newly formed council.

        Melissa Osborne has been appointed as Temporary Transitional Local Council president and James Ikehara as secretary.

        Temporary Transitional Local Council President Melissa Osborne

        Melissa Osborne has been a San Francisco-based Flight Attendant with Virgin America for nine years. In addition to her flying duties, she served in a variety of roles to include Inflight Instructor, Red Carpet Facilitator, Refresh Design Team, Inflight Team Leader and Air Transportation Supervisor. She came to Virgin America after enjoying 7 years at Aloha Airlines, which ended with the company going out of business in 2008. Based in Honolulu, Melissa also served as support to the grievance chair at AFA Aloha, which included contract research and participation in arbitration hearings. In addition to almost 17 years in the airline industry, she served as a public school teacher in Hawaii, California and Arizona. Melissa has been living in Phoenix for the last 5 years and spends free time with her three children and dog. She enjoys gardening, cooking, kayaking and working on home improvement projects.

        Temporary Transitional Local Council Secretary James Ikehara

        James Ikehara has been a San Francisco-based Flight Attendant with Virgin America for five years. In addition to his flying duties, he has participated in various activities of the Promo Team, and was a member of the A320 ETOPS Cadre. In May, he will also help to certify the A321 as a member of the A321 ETOPS Cadre. Prior to coming to Virgin America, he worked for Visa, Inc. at their Foster City headquarters for almost 21 years, with the last 10 years as their Director of the Executive Briefing Center. James lives in San Francisco and spends his leisure time playing in his violin and viola in the Bohemian Club orchestra at their city club, as well as attending their two yearly events at the Bohemian Grove in the Russian River.

        Term of office, elections, membership drive and other engagement opportunities

        Melissa and James will serve as Local Officers until AFA can hold an election to fill those positions. AFA will also be conducting a membership drive at Virgin America over the next 30-60 days. Every effort will be made to ensure at least 50% of the VX F/As become AFA members prior to initiating nominations and elections, which will occur no later than 60 days from today pursuant to Article VIII.C.1.a [Nomination and Election of Officers: Local Council Officers and CWA Convention Delegates].

        Member of the Master Executive Council (MEC)

        By virtue of office, the Council 35 president is now a member of the AFA Alaska Master Executive Council (MEC). Each local president (15 SAN, 18 LAX, 19 SEA, 30 ANC, 39 PDX and now 35 VX) along with the MEC president, vice president and secretary-treasurer make up the MEC, which is the executive-level leadership structure at AFA Alaska. The MEC meets approximately monthly. Our next meeting is in Seattle this coming week: Tuesday-Wednesday April 25-26, and Melissa will be representing Virgin America Flight Attendants in that meeting.

        Virgin America Flight Attendant Compensation

        AFA is aware that non-represented employees at Virgin America typically receive wage increases around this time of year. We are very concerned that VX Flight Attendants have not received a wage increase in several years, which currently places VX F/A pay at the bottom of the industry. Consequently, AFA and Alaska Airlines management have agreed to meet on Thursday, April 27th in order to discuss this and other subjects. Along with MEC President Jeffrey Peterson, Council 35 VX President Melissa Osborne will also represent VX F/As in those discussions.

        Welcome to AFA…so what do I do now?

        The National Mediation Board (NMB) issued its determination today that AFA is the collective bargaining representative for Virgin America Flight Attendants!  As mentioned in a previous communication, Virgin America Flight Attendants will be part of AFA Transitional Local Council 35, which will represent Flight Attendants from JFK, LAX, and SFO.  Council 35 will be part of the Alaska Airlines Master Executive Council.

        Now that AFA is the representative for Virgin America Flight Attendants, it’s time to take the next steps and get connected, stay informed, and become an AFA member!

        Become a Member

        One of the most important things to do now that Virgin America Flight Attendants are represented by AFA is so complete, sign, and submit an AFA membership application.  By submitting your membership application, you’ll be guaranteed the right to participate in AFA elections, vote on a tentative agreement, and hold committee positions and elected office.

        As an AFA member, you won’t be required to pay dues until you vote on and approve a contract.

        AFA Representatives Will Be Visiting Soon

        Over the next several weeks, AFA Alaska representatives will be spending time in the Villages in SFO and LAX with information about AFA and to answer questions that you may have.  We’ll also be scheduling AFA representatives to visit JFK.  They’ll also have membership applications and AFA pins available.  More information will be available on the Council 35 Facebook page and the Council 35 page of the AFA Alaska website.

        AFA Now Represents Virgin America Flight Attendants

        AFA confirmed as the collective-bargaining representative for Virgin America Flight Attendants

        The National Mediation Board (NMB) has confirmed AFA as the collective-bargaining representative for Virgin America InFlight Teammates (ITMs).* Effective immediately, AFA takes over representation of Virgin America Flight Attendants from our sisters and brothers in the Transport Workers Union of America (TWU). We are the first union to achieve consolidated representation in the merger between Alaska Airlines and Virgin America.

        * Going forward, AFA will refer to Virgin America ITMs as “Flight Attendants” unless there is a need to distinguish between the two. This is in order to maintain consistency in the AFA family of over 50,000 Flight Attendants at 20 carriers.

        Transitional Local Council 35 Virgin America Officers to be appointed very soon

        The Master Executive Council (MEC) expects AFA International President Sara Nelson to appoint a Transitional President and Secretary for the newly formed AFA Transitional Local Council 35 Virgin America SFO-JFK-LAX very soon. Pursuant to the AFA Constitution & Bylaws Article III.A.2 [Local Councils and Local Executive Councils: Establishment of Transitional Local Councils for Newly Organized Carriers], President Nelson has been soliciting input from VX F/As for names of potential appointees. The deadline for submitting potential appointees ended this past Wednesday, April 11, 2017.

        Each potential appointee must have received a minimum of two recommendations and signed a commitment to serve. (The commitment to serve statement was included in a linked electronic recommendation form that was distributed to Virgin America F/As via company email.) The appointed Transitional Officers will serve as Council 35 leadership for a period of approximately four to six months until elections can be held to fill those positions.

        Compensation

We are very concerned that VX Flight Attendants have not received a wage increase in several years, which currently places VX F/A pay at the bottom of the industry. Consequently, AFA and Alaska Airlines management have agreed to meet in order to discuss this subject at our earliest opportunity. Once appointed, the AFA Transitional Local Council 35 President will also represent VX F/As in those discussions.

        In the coming weeks, the Master Executive Council will be soliciting applications from Virgin America Flight Attendants to fill vacancies for two Merger Representatives to serve in the Seniority Merger Integration Committee and for one Joint Negotiating Committee member. The MEC will review applications and interview final candidates prior to filling vacancies.
