        All Open Time Trips Withheld and Premium Pay Removed AGAIN!

        This morning, AFA became aware that all trips in Open Time across the entire system were again coded with premium pay, then withheld and placed back in OT with the premium removed.  The system glitch with Jeppesen Crew Access (JCA) that was previously communicated by AFA last week was again responsible for the recurrence (see All Open Time Trips Withheld and Premium Pay Removed – Part 3).

        AFA is preparing to file yet another grievance on management’s violation of our contract.  (Updated 2/17/2017: Instead of filing a new grievance on the same issue, we amended the original grievance to include the circumstances of this most recent contractual violation and any ongoing violations of the same nature. ^jtp) We will continue to work to defend our contract despite management’s failure to live up to their contractual obligations.

        All Open Time Trips Withheld and Premium Pay Removed – Part 3

        All trips in Open Time coded as premium and subsequently withheld

        Yesterday morning, AFA became aware that all trips in Open Time across the entire system were coded with premium pay, then withheld and placed back in OT with the premium removed. AFA subsequently filed a grievance on the issue. Check out “All Open Time Trips Withheld and Premium Pay Removed” and “All Open Time Trips Withheld…Part 2” for more information.

        System glitch was responsible for the “blanket premium”

        It has now been confirmed that the “blanket premium” was the result of a glitch with Jeppesen Crew Access (JCA). A system patch is scheduled for early next week to permanently resolve the problem. Jeppesen has developed a short-term strategy for reversing blanket premium in case it happens again prior to the patch. However, AFA will take the same contractual position if the blanket premium recurs.

        Management is resolved to not restore premium across the board due to concerns over operational reliability but will pay premium for trips picked up while the system issue existed. Crew Scheduling management reportedly has now ensured that all who picked up during this error can see the premium reflected in their roster view.

        Vice President of Inflight Services Andy Schneider sent the MEC the following statement:

        At the present time I’ve committed to pay 1.5 to any FA who picked up a trip in Open Time at that rate while the system issue existed. However, I’m not planning to reinstate the rest of the trips that were in Open Time at the 1.5 rate, as those only exist due to a system issue and not as a result of any operational need. I also worry that putting the 1.5 back on those trips would cause additional operational hardships. Putting them back in at 1.5 would make us more vulnerable to staffing shortages as it is likely that many trips would be dropped in order to pick up at 1.5. While I understand AFA’s position on this issue and I will let the grievance work through the process.

        Management has clarified that they are committed to pay premium on any trips that were picked up at double time (2.0x) as well.

        Forward to arbitration…

        At this point, it looks like the parties will be resolving this dispute via arbitration unless we are able to reach a settlement that the MEC believes is favorable for our members. Thank you in advance for your patience!

        All Open Time Trips Withheld and Premium Pay Removed

        All trips in Open Time coded as premium and then subsequently withheld

        At approximately 9:15am Pacific Time this morning, AFA became aware that all trips in Open Time were coded with premium pay. MEC Scheduling Committee Chairperson Jake Jones was notified shortly thereafter that all trips in Open Time were being pulled and recoded without the premium pay. That’s right—all trips in Open Time across the entire system were withheld and premium pay removed!

        AFA has filed a grievance on the issue

        AFA has already filed a grievance on the issue, and Master Executive Council (MEC) representatives have been in communication with management. Pursuant to clear contractual language in CBA §9.E [Premium Open Time] and §12.E [Open Time], AFA has informed management that the more than 400 Premium Open Time trips across all domiciles must be restored with their applicable premium in order to be in contractual compliance. Our understanding is that all trips were returned to Open Time without the associated premium by around 11am PT. AFA’s position is that premium must also be paid on any Open Time trips previously coded as premium that were or are subsequently picked up. (Contractually this would not not include Open Time trades or Reserve self-assignment.)

        AFA and management have a follow-up meeting scheduled for later this afternoon

        Management is currently considering AFA’s assertions, and we have a follow up meeting scheduled for later this afternoon. AFA will provide an update as soon as possible after the meeting concludes.

        Miscellaneous Scheduling Information February 2016

        AFA Alaska has compiled the following information for Premium Open Time trading, Open Time trading, Minimum Pay Rules (MPRs) during month end overlap, and Sit Pay/Stranded Pay.

         

        Premium Open Time trading

         

        Effective February 1st, Crew Scheduling now manually processes trades within legalities for trips posted as Premium Open Time. See Inflight Bulletin # 2016-0032 Premium Open Time Trade Update for additional information.  The current programming in eMaestro does not allow for automated trading of/with Premium Open Time trips (indicated by dollar signs: $, $$ or $$$).

         

        Management has agreed that Crew Scheduling will manually process the trading of Premium Open Time sequences for Flight Attendants until an updated program or successor system is able to process the “trade” function automatically. Please be aware that the posted premium will not follow the trade unless it is a straight pick up from Open Time by the Flight Attendant. The “pick up” function is fully operational and does not require that you contact Crew Scheduling.

         

        The trade will be day for day or greater on the same date(s) unless the day of departure is open, which is very unlikely if the Company is offering premium pay.

         

        Open Time Trading Helpful Hints

         

        What code allows me to trade my 2-day trip on the 15th for a turn in OT on the 15th?

         

        If you have a 2-day trip on the 15th, and the trip in OT is coded TO/DD/CP, then you can trade down out of your 2-day and into the turn within contractual and/or FAR legalities.

         

        ***AFA and Alaska Airlines management have heard your feedback that there are too many codes, which causes confusion. In the replacement to eMaestro/Maestro, Jeppesen Crew Tracking Enterprise (JCTE), AFA and management have requested to reduce the number of codes–ideally we would like to combine the TO/DD/CP codes into one code (to be determined).***

         

        What if a 2-day trip in OT is a TX (or not coded)?

         

        If a trip in OT is coded TX, then you can trade for trip length of the same or greater number of days and covering the same dates as the trip you are trading off of your line, within contractual and/or FAR legalities.

        Month End Overlaps and Minimum Pay Rules (MPRs)

         

        “Whole sequence” minimum pay rules (MPRs)—the Extended Overnight Rule (EOR), Multiday Sequence Minimum (MSM) and Average Duty Period Guarantee (ADPG) were being paid at the end of the sequence in the subsequent month when there was month end overlap. However, management has agreed in a memorandum of understanding (MOU) that a Flight Attendant may file an Activity Claim Form in order to have a “whole sequence” MPR (e.g. EOR, MSM, ADPG) paid in the preceding month during month-end overlap.  Otherwise by default the “whole sequence” MPR is paid in the subsequent month—no paperwork is necessary.

         

        Sit Pay and Stranded Pay

         

        If there is scheduled Sit Pay (sit over 2 hours) and the flight subsequently is delayed over 2 hours more than the scheduled sit (total ground time 4 hours and 2 minutes or more), is the F/A able to retain 1.0 TFP for Sit Pay and then file for 1.0 TFP Stranded Pay?

         

        No. You are eligible for Stranded Pay only when it exceeds Sit Pay. Each occurrence of Stranded Pay is reduced by 1.0 TFP for Sit Pay already paid in that duty period (CBA §21.N.2.c. [Stranded Pay]). In order for Stranded Pay to exceed Sit Pay, the delay causing the stranding must be greater than 6 hours—or in other words, the flight must block out more than 6 hours past scheduled departure time. Total ground time must exceed the scheduled sit time (over 2 hours) plus the subsequent delay/stranding (over 6 hours).

        No Junior Assignment for anybody who picks up a Premium Open Time trip returning on December 24th or 25th

        Temporary contractual modification approved by roll call vote

         

        By majority roll call vote, the Master Executive Council (MEC) has approved a temporary contractual modification that makes anybody who picks up a Premium OT trip returning to domicile on Christmas Eve and Christmas Day ineligible for Junior Assignment off of that trip. Inflight management requested this temporary contractual modification with the hope that more flight attendants will pick up from Premium Open Time if they know they will not be JA’able on Christmas Eve or Christmas Day. However, this request was made without any guarantee that they would have supervisors and managers flying as well.

         

        Not an easy decision…

         

        This was not an easy decision to make because there are several pro’s and con’s on each side of the argument whether or not to grant the temporary contractual waiver. Under the default MEC voting procedure outlined in the AFA-CWA Constitution & Bylaws in Article VII.D.5.b [Master Executive Councils –> Master Executive Council Meetings –> Voting], each voting member of the MEC casts one vote on any issue before the MEC. A majority determines the outcome.

         

        Votes were cast as follows:

         

        Yes: 19 SEA, 39 PDX

        No: 15 SAN, 18 LAX, 30 ANC.

        Motion failed.

         

        Roll call voting record

         

        Council 19 Seattle subsequently requested a roll call vote on the issue, which is in order under the provisions of Article VII.D.5.b. In a roll call, each voting member of the MEC receives one vote for each member in good standing s/he represents. A majority determines the outcome. Votes were re-cast as follows:
