        Where is the Printed Contract?

        What is taking so darned long?

        AFA is still working as quickly as possible with management to finalize the contract in preparation for publication. So what is taking so darned long?

         

        This is the first negotiations to revise and clean up the contract basically cover to cover since 1994

        One challenge is that although there have been several rounds of negotiations since we inherited our contract from Southwest Airlines in 1994, this is the first negotiations to revise and clean up the entire contract basically cover to cover. Based on the negotiations surveys and input from your Negotiating Committees and the Master Executive Council (MEC) leadership, this round of negotiations was mandated to include more “heavy maintenance” than in the past.

        The Alaska Airlines management and AFA negotiating committees did their absolute best to meet this mandate prior to publication of the Tentative Agreement. However, the reality is that once the TA2 document went “live” as a working contract the parties found several passages that deserved clarification. Our thought process is that we all have to live with this document for at least another four and a half years, so it’s important we get the printed contract just right in order to maximize readability.

         

        Limited management resources due to Beyond Service Experience

        Another challenge is limited management resources due to Beyond Service Experience (BSE). Although BSE is technically unrelated to contract cleanup work, Inflight management is fully immersed in BSE in addition to running the airline. Consequently, scheduling adequate time for cleanup work has been a challenge for the past several months. This isn’t a criticism of BSE but we’re simply explaining the reality of limited time with Inflight management due to BSE. Regardless of BSE, both parties are highly motivated to complete the contract document.

         

        Dispute over the Quarterly Productivity Premium

        A third challenge is the dispute over the Quarterly Productivity Premium (QPP). AFA communicated to you about this issue in the “Quarterly Productivity Premium (QPP) Update – April 24, 2015.” In addition to the original issue with QPP there have been some other tangential disputes related to QPP that have arisen since that communication. However, both parties have been working very hard to resolve QPP outside of the arbitration process. Please be assured your MEC will be fully briefed on any terms and will decide how to proceed. Ideally the parties would like to incorporate any modifications to QPP into the final print version, so we’re holding off on finalizing the contract document for just a little longer to see how QPP plays out.

         

        Stranded Pay in Section 21.N

        The final challenge is Stranded Pay in Section 21.N. Frankly, the parties ran out of time to deal with Stranded Pay at what became our final negotiating session in Chicago. As a reminder, the parties were under significant pressure from the National Mediation Board (NMB) to reach a deal in Chicago “or else.” (What the “or else” meant in our minds was the very real possibility of no more mediation sessions for quite some time.) With the addition of all the new Minimum Pay Rules, what was already very complicated in Stranded Pay under the old contract became even more complicated. Not only that but there is significant grievance history on Stranded Pay. Both parties believe modified language to 21.N is warranted so that everybody understands how Stranded Pay works.

         

        The good news…

        The good news is that we really are very, very close to moving to the next steps in the process. Those steps would include a final walkthrough with the MEC for approval and then the document would be indexed. At that point the final document would be sent off the printer for publication and the electronic version would be made immediately available on the AFA Alaska website as well on the Inflight Mobile Device.

         

        Typical turnaround time for a published contract is somewhere between three months to over a year

        As a reminder, the Master Executive Council (MEC) asked AFA International how long it typically takes to publish a contract following ratification and were informed that we’re well within the ballpark: ranging between three months to over a year. We’re still doing our absolute best to minimize the turnaround!

        What a week!

        What a week! The Master Executive Council (MEC) knows you want to hear from us about a number of hot topics:

        • Contract implementation, including a contract publication update;
        • “Shoegate” (i.e. recent “clarifications” to the uniform and appearance standards);
        • Ongoing developments in the dispute over the Quarterly Productivity Premium (QPP);
        • All Minimum Pay Rules (MPRs) displayed in eMaestro for 11 hours on March 31st;
        • Management’s recently announced notice of intent to change the alcohol policy “cutoff” from 10 hours prior to duty all the way back to the previous calendar day; and
        • Easter weekend 2015 staffing.

        MEC conference call scheduled for tomorrow

         

        The MEC has scheduled a conference call for midday tomorrow (Friday, April 3rd) to discuss all these issues and we will communicate as soon as possible thereafter. Due to the amount of information cited here, we will likely break up our communications on these topics into digestible installments.

        About that alcohol policy…

         

        All these topics are important but the MEC would like to call out the alcohol policy in particular. We are just as incredulous as you are about this gross overreaction by management. As safety professionals and first responders, obviously AFA supports a culture of safety but in our opinion this is patently absurd. You can expect that we will expand upon this sentiment in short order!

        The iPhone 6+ will be distributed as our new Inflight Mobile Device

        Distribution begins on Monday

         

        Alaska Airlines management will begin distributing the iPhone 6+ as our Inflight Mobile Device beginning on Monday, March 9, 2015. Distribution will continue over the next six weeks. There will be no less than twenty-one days available per domicile to pick up the device with additional accommodations made for the Los Angeles co-terminals. Management will provide dedicated staff to distribute the device.

         

        Flight Attendants will be compensated 0.5 TFP for picking up the iPhone 6+

         

        AFA and management have agreed to pay and credit flight attendants one-half (0.5) TFP for simply picking up the iPhone 6 Plus. The 0.5 TFP will serve as a “bonus” towards achieving the Quarterly Productivity Premium (QPP) in whatever quarter the device is picked up (Q1 for March, Q2 for April). The estimated amount of time to pick up the device is between five and fifteen minutes. However, flight attendants should allot up to a half-hour. The pay will be reflected in the flight attendant’s next adjustment check associated with the date of device pick up. “Early adopters” who have already received the iPhone 6+ will likewise be paid and credited one-half (0.5) TFP.

         

        Arrangement for pick up

         

        Flight attendants may pick up the iPhone 6+ either on or off duty. A Flight attendant who does not have scheduled flying or airport standby during the scheduled pick up dates must make arrangements with Inflight supervisor to receive her or his device at a mutually agreed-upon time and place. Nobody will be disciplined for not picking up the iPhone 6+ during the required period but everybody will be issued a device and are expected to make a good faith effort to facilitate this process.

         

        Los Angeles co-terminal arrangements

         

        For Los Angeles-based flight attendants who wish to pick up her or his iPhone 6+ in a co-terminal, she or he must pre-arrange to do so through a sign-up process. No less than two days will be available in Burbank (BUR), two days in Ontario (ONT) and five days in Orange County (SNA). Each co-terminal session will be no less than six hours and targeted around scheduled crew check-in times.

         

        Pick up does not constitute training

         

        This is not training. Nobody is expected to start using the Inflight Mobile Device for a couple months. For now, the iPhone 6+ is being issued simply in order to familiarize flight attendants with the device. Additional training will occur at a later date prior to any required use.

        January 2015 Contract Implementation Update

        What goes into effect today?

         

        New Year’s Day holiday pay

         

        Any flight(s) touching January 1 are now paid at 2x the trip rate. Deadhead and surface deadhead are also included, as well as Airport Standby credit. [Section 21.H. Holiday Pay]

         

        Longevity Premium

         

        Flight Attendants who have completed sixteen (16) years of service as an Alaska Airlines Flight Attendant are paid Longevity Premium on all Worked TFP (all TFP exclusive of Sick Leave and Vacation pay). [Section 21.C. Longevity Premium]

         

        Longevity Premium replaces the Profitability Bonus (aka the “COLA”) starting in 2015. Flight Attendants eligible for the COLA in 2014 will receive their payout as scheduled on April 20, 2015. [2010 CBA Section 21.P.]

         

        Performance Based Pay (PBP) remains unaffected. [Section 29.A. Performance Based Pay]

         

        Bidding for out of domicile Recurrent Training

         

        Flight Attendants may start bidding for out of domicile Recurrent Training in January for the March bid month. Out of domicile preferences are processed in seniority order after in domicile Flight Attendant preferences. [Section 30.A.1.b.-c. Recurrent Training and Other Company-Required (Non-Computer Based) Training]

         

        All of Section 32 Attendance Policy except bank points

         

        Contract 2014 Section 32 Attendance Policy goes into effect except bank points. Bank points are still accrued pursuant to the old contract [CBA 2010 Section 32.G.3.] through the first quarter (January, February and March) of 2015. [Section 32 all except 32.G.3.]

         

        Quarterly Productivity Premium

         

        A Flight Attendant will receive a Quarterly Productivity Premium (QPP) if Worked TFP (exclusive of sick leave and vacation) during a calendar quarter exceeds the TFP equivalent of the Flight Attendant’s combined monthly PBS bid award in that calendar quarter. The QPP will be paid on May 5th from Q1 ($500), August 5th from Q2 ($500), November 5th from Q3 ($1000) and February 5th the following year from Q4 ($500). Taxes will be withheld at the Flight Attendant’s personal tax rate, the same as regular wages. [Section 21.R. Quarterly Productivity Premium]

         

        480 TFP applications

         

        All accruals tied to achieving 480 TFP in a calendar year (or 960 TFP for Longevity Paid Time Off) are now administered under the new contract.*

         

        Section 13 Uniforms for uniform credits – Worked TFP + sick leave + vacation/PTO (no change from previous contract) = 480 TFP

         

        Section 14 Vacation for vacation accrual – Worked TFP only = 480 TFP

         

        Section 14 Vacation for seven (7) days Longevity Paid Time Off (Longevity PTO) – Worked TFP + vacation/PTO = 960 TFP (for Flight Attendants who have completed twenty-five (25) years of service as an Alaska Airlines Flight Attendant)

         

        Section 23 Insurance Benefits – Worked TFP + sick leave + maximum vacation/PTO (based on years of service, no pay or flying requirement) = 480 TFP [Section 27.B Eligibility for Insurance]

         

        Section 32 Attendance Policy for annual record improvement – Worked TFP + vacation/PTO = 480 TFP [Section 32.G.4. Record Improvement]

         

        * All of these applications have favorable accommodations when on an unpaid leave or on a medical-related leave and coordinating sick leave in order to maintain benefits. See the individual provisions for the details.

        Afternoon Session

         

        Section 3 – Scope

         

        Q: Do Managers have to be in our uniform?

         

        A: No, it isn’t specifically stated that they are required to wear a uniform.

         

        Q: Will it be announced that a supervisor is on board the flight?

         

        A: It is an option available to the crew.

         

        Q: Why don’t they hire only our Flight Attendants to be inflight supervisors?

         

        A: Flight Attendants can apply when a position becomes open as an inflight supervisor.

         

        Q: Do they have to go through the reserve list and attempt to JA before using a manager to avoid a cancelation?

         

        A: Yes, they have to utilize all other options before using a manager to avoid a cancelation.

         

        Q: Do supervisors who fly get paid per diem?

         

        A: No, they don’t receive per diem, however they can submit receipt for meals. Flight Attendants don’t submit receipts because we receive per diem.

         

         

        Section 8 – Hours of Service

         

        None Asked

        Section 9 – Junior Availability and Premium OT

         

        Q: If scheduling called and left a message on your hotel room phone, but you didn’t check it, are you still on the hook to call when you return to duty?

         

        A: No, you were not aware and never knew they were trying to contact you.

         

        Q: Can scheduling still call me at home to junior assign me?

         

        A: No, you can’t be junior assigned if contacted once you’re off duty.

         

        Section 10 – Scheduling

        Q: Can a base not have any 4k pairings for a given month?

         

        A: Yes, but contractually it most be rotated to all bases. Practically speaking, based on conversations with Crew Planning, they intend to lock a percentage of that flying into the each of those domiciles every month. Example, they may take the SEA-DTW sequence and lock the Monday, Tuesday, Wednesday departures to LAX, Thursday, Friday to ANC, and Saturday, Sunday to SAN. This will fulfill the rotation requirement and not push flying out of each domicile.

         

        Section 11 – Reserve

         

        Q: Can I pick up out of domicile reserve days?

         

        A: No. Same as current book.

         

        Q: If I am a PM reserve, can I self assign to an AM trip?

         

        A: No. You must self-assign within your call type and availability.

         

        Q: Will this have an impact on the number of Crew Scheduling jobs with FAs being able to self assign?

         

        A: There is not an impact anticipated, but staffing in all departments is decided by management.

         

        Section 12 – Exchange of Sequences

         

        Q: If trips are coded TO, can I trade based on day of departure only?

         

        A: Yes, even if the day is limited, you may trade based on date of departure only.

         

        Q: If the day is limited, can I drop my trip into OT?

         

        A: No. You can only drop a trip if the day is open.

         

        Q: Can I continue to trade my trips with OT all month long?

         

        A: Yes subject to the net 40 TFP.

         

        Q: Is there another company using this OT trading program today?

         

        A: No.

         

         

         

        Section 14 – Vacation

         

        Q: If you fly an average of 40 tfp a month for the year, not including sick and vacation, will you get your full vacation for the next year?

         

        A: Yes, 480 tfp not including sick leave and vacation are required for full vacation the following year.

         

        Section 16 – Sick Leave and On the Job Injury

         

        Q: What happens if you pick up a sick leave makeup day and you don’t get called out.

         

        A: Your sick leave bank will be credited 5tfp.

         

        Q: Can I be given “A” position on a sick leave makeup day?

         

        A: Yes, you may be given any position sitting reserve for your sick leave makeup day.

         

        Section 21 – Compensation

         

        Q: Does sick leave count towards the Quarterly Productivity Premium (QPP)?

         

        A: No, only worked TFP counts (excludes sick leave and vacation)

         

        Q: Am I precluded from the QPP if I call out sick in the quarter?

         

        A: Calling out sick does not preclude you from achieving the QPP.

         

         

        Section 22 – Expenses

        Section 23 – Insurance

         

        Q: What is the worst case scenario for the amount we pay for insurance?

         

        A: A 15% increase per year.

         

        Q: Is there a calculation you can use to determine the increases for Kaiser, I only see PPO?

         

        A: Starting with 2016 you can add 15%, then in 2017 add 15%, in 2018 add 15%, and in 2019 add 15%. After 2019 the amount is frozen. This is the worst case scenario.

        Q: What are our insurance provisions based on?

         

        A: The actual provisions of our insurance coverage are based on what the pilots negotiate in their contract.

        None Asked

         

        Random:

         

        Q: Does the National Mediation Board (NMB) have control over canceling mediation dates?

         

        A: Yes, they are given full authority to dictate when a mediation date is schedule, and full authority to cancel or move dates.

         

        Q: Is there a monthly minimum?

         

        A: There isn’t a monthly minimum, however if you don’t have any paid time in the month your vacation accrual for the following year will be reduced by 1/12 (same application as current contract).

         

        Q: Did our Negotiating Committee ask for full retro pay at the table?

         

        A: Yes full retro pay was asked for prior to the first TA, and during mediation before the second TA. We did not achieve this.

        Hawaiian Flight Attendant Seattle Domicile Negotiations – March 2026 Update

        March 2, 2026

        Management currently requires Flight Attendants to provide proof of relocation to receive the flat-rate moving expense, a policy that the AFA is formally challenging through the grievance process. While this dispute is ongoing, Flight Attendants able to submit proof of relocation must submit two forms of documentation, such as a lease or updated driver’s license, within 60 days of transfer if they wish to be paid under management’s terms. The union continues to advocate for a fairer process and encourages members to keep records of all related interactions.
