        CA Membership Meeting

        Hosted by Councils 35, 18 and 15

        The next membership meeting for Council 35 members will be Tuesday, May 10, 2022 at 1100 via Zoom. The purpose will be to discuss the upcoming AFA-CWA Annual Board of Directors Meeting.  This meeting will be a combined council meeting and open to all Council 35 (SFO), 18 (LAX) and 15 (SAN) members in good standing (up-to-date on dues).  Deadline to submit agenda items is 5/6/22.  To attend, please register here.

        Officer Election Coming Soon!

        It’s election time for SFO and members will have the opportunity to exercise their right to vote for Council 35 officers.  All Council 35 voting instructions and guidelines can be found on the AFA Elections Page. The AFA-CWA Membership Services Department handles all voter questions and issues new activation codes if ballots are misplaced or never received.  The Ballot Help Line is staffed Monday through Friday from 9:30 AM to 5:00 PM Eastern time.  If you have a question or need a new 16-digit activation code, you may contact the Ballot Help Line at 800-424-2401, then press 1 and dial extension 706.

        Trending Discipline

        The SFO Grievance Committee has experienced a busy first quarter!  We’ve seen a record number of terminations and suspensions in such a short period of time. Here’s a brief summary of our most recent cases:

        Sick Leave Abuse

        Sick leave abuse meetings are still trending high on our list.   During a recent meeting with management the investigation process was discussed.  Your Council 35 Grievance committee would like members to be aware of the steps management takes whenever an F/A calls in sick.  Every sick leave call that is recorded in a day will be investigated by base supervisors and managers the following day.  How deep the “look” goes is dependent on the Flight Attendant’s history, or information that may be discovered through social media or conversation between management and the F/A.  Every absence is reported in a log that management keeps to track trends.  Depending on how many entries an F/A has in the log, or if the supervisor is aware of any other information will determine whether the log entry is enough or if more needs to be discovered.  Some of the Flight Attendants history may be viewed at this point:

        • Leave status
        • Employee travel with a special focus on the following:
        • Social media accounts
        • Line management: attempted drops with comments and/or money on trade requests
        • Previous years absences on same days

        This is by no means an exhaustive list, but a sample of F/A activity that can be seen by management.  In the event that this search indicates abuse, the Flight Attendant will be asked to attend a performance meeting to answer to the pattern discovered.  If the performance supervisor confirms the suspected abuse, the F/A is discharged on first offense.  As a reminder, our contract provides Flight Attendants with the benefit of paid sick leave to care for ourselves and loved ones when ill.  It is a conditional benefit and is only to be used for the purpose of treating an illness.  Flight Attendants that use the benefit in any other way are considered to have committed timecard fraud.  In the event abuse is suspected, the burden of proof is on the F/A who needs to prove to the company that they used the benefit appropriately.


        Job Abandonment/Points

        Sadly we are witnessing a large amount of Job Abandonment cases.  Many of these cases are Flight Attendants that run out of leave options and stop contacting the company about the status of their leaves.  Additionally a record number of terminations have been occurring due to points at high levels.

        Personal Conduct

        Personal Conduct can include a variety of violations.  Recent ones have included violation of company directed quarantine, crewmember disputes, and layover incidents.

        Commuter Violations

        This continues to be the number one violation.  The most common reason for a commuter violation is dropping a deadhead and commuting to/from another base.  Also we’ve seen many accidental listings, where the F/A lists as D8Y rather than E1Y for travel.

        Barcode Required for KCM Checkpoints

        Provided by AFA International

        Effective today March 31, 2022, the Transportation Security Administration (TSA) will require the Known Crewmember (KCM) Program eligible crewmembers to scan a KCM-issued barcode card when utilizing a KCM access point. Crewmembers will no longer be permitted to manually enter their KCM data.

        Crewmembers who do not have a KCM barcode card, have a worn/unreadable barcode card, or have not completed the registration process will be referred to the passenger screening checkpoint for entry into the airport sterile area. If a crewmember does not present an active KCM barcode card and is referred for screening, then they must follow the TSO’s instructions and complete the screening process at the passenger screening checkpoint. Failure to submit to screening at the passenger screening checkpoint (e.g., using a SIDA badge to avoid screening), is considered circumvention of screening and TSA may take enforcement action in accordance with the KCM Disqualification Protocols (KCMDP). Crewmembers may request a new or replacement KCM barcode card from their airline management. For more information, please refer to the article on the AFA-CWA website.

        COVID-19 Points Forgiveness Extended Through September 2021

        The Section 32 Attendance Policy Points Related to COVID-19 MOU provides Flight Attendants an opportunity for points adjustment for the COVID-19 related absences with supporting documentation.

        Your Council 35 officers encourage members to submit the form for any absences related to COVID-19. Please review the MOU for details on what points are eligible for adjustment.  This process is manual, so allow some time for the adjustment to show on the attendance record.         California COVID-19 Law and What it Means for CA-Based Flight Attendants

        The state of California has recently enacted a law to protect employees from COVID -19 activities.  The basics of the law provides:

        • protection from penalties (points)
        • requires employers to offer a special COVID-19 sick leave bank (including employees covered by a collective bargaining agreement)
        • requires employers to notifiy employees of the new CA provisions

        Alaska has taken a position that F/As are not eligible for these CA benefits, however AFA does not agree. Your Council 35 officers encourage all CA-based Flight Attendants that have COVID-19 related absences on their attendance to file a wage claim with the state and/or file a labor law violation. This is especially encouraged for those that have submitted for an adjustment and have been denied. For more information, please see the AFA June 2, 2021 communication.

        Trending Discipline

        Monthly Commuter Audit

        Monthly audits of registered commuters have been performed for the last several months.  The most common violation occurs when commuters list for flights using D8Y from a non-registered city when dropping a deadhead leg.  Confirmed violations normally result in a Confirmation of Oral Warning (COW) on first offense but can escalate up the steps of discipline if multiple violations occur or other performance issues are on file.

        Late to Plane

        If a late to plane occurs mid-sequence, such as after a layover, and it causes a delay, steps of discipline will most likely be issued.  Mid-sequence late is considered a performance issue, however if it’s the beginning of a sequence (at check-in), late attendance points are normally assessed.  For a first offense with no previous disciplines on file, the FA can expect to receive a COW.  For more information, please review Section 32 of the JCBA.

        Nonrev Issues

        A recent company-wide trend has been to issue discipline to Flight Attendants that give “goodies” to nonrevs.  In most cases, passengers are the ones complaining and will trigger an investigation. When passengers see nearby nonrevs get food or beverages they aren’t able to purchase for themselves, it causes a conflict.  This was especially challenging during COVID-19 limited service when passengers got very little in the main cabin.  First offenses have resulted in a Written Warning, which is the 2nd step of discipline. 

        Union Member Support Opportunity

        The Protecting the Right to Organize (PRO) Act restores the right of workers to freely and fairly form a union and bargain together for changes in the workplace. It is a worker empowerment, civil rights and economic stimulus legislation, and an essential part of any plan to build back better from the COVID-19 pandemic. It is the most significant worker empowerment legislation since the Great Depression and is now in the hands of the Senate (more information can be found here).  As a Union member, make sure your voice is heard by signing the petition and contacting your Senator to support this bill.  The bill provides others with the opportunity to enjoy the benefits that being part of a Union provides.  For more information please visit the AFA-CWA latest news to sign the petition and contact your state’s Senator to encourage their support.

        TSA Sponsored Crew Member Self Defense Classes – Limited Availability

        The TSA has reinstituted their Crew Member Self Defense classes on a limited basis. More information about the classes and a link for registration can be found here. Please note: although there are no sessions available for SFO for the rest of the year, there is one class scheduled in August and one in September for LAX, LAS, and SEA. A variety of other cities in the midwest and east coast are available for commuters residing in those locations.

        AFA Council 15 San Diego Facebook Page


        Since the base opened we have been using the SANFA Facebook page. This page is used both for trip trading posts as well as AFA posts. Because it is easy for things to get lost with so many postings, your AFA Officers started a new “Official” Facebook page called AFA Council 15 San Diego click on the link and Like our page. There you can find all the latest news from AFA without having to search through numerous trip trading posts.


        Text Notifications from AFA


        To reach more of our base (including those who are not on social media or don’t check their email often) we are excited to announce that your LEC Officers started a new way of communicating with our members in San Diego through text message alerts. This program is completely optional, however, we feel that it’s a great tool to get information out to everyone quickly. We will not overwhelm you with texts. We do realize the possibility of text costs, therefore justifying the option. The information will be available as always on the AFAalaska.org website, emails, and on our Facebook page.

        The enrollment process is simple. All you need to do is send a text message from your personal phone.

        Open your text messaging application. In the send to field enter 81010 and then enter @AFALEC15 in the body of the text and press send.

        You will then receive a reply asking you to enter your full name. Once you send your name, your officers will receive notification and then you are all set to receive texts.

        Please ignore the 3rd question where it asks if you are student or teacher we are borrowing this technology from school districts as to save costs from designing a system or paying a company to send mass texts and you do not need to download the app.

        We hope you like our new service. And as always, we welcome your feedback/questions. Please help us spread the word and get your fellow crew signed up.

        Your AFA representatives have recently started using a new program to track issues reported by our members. Our goal is to track and trend as many issues as possible.   The key to this program’s success will be hearing from YOU!   We need to hear from you every time you have an issue. With all five bases tracking and compiling information we will be able to present stronger cases to management.

        When you report an issue, please include your personal email address, phone number and Peoplesoft number. Include as many details as possible, Trip Number, Flight Number, screenshots of phone call time stamps/trips… etc.

        Professional Standards


        Conflicts and/or issues with Coworkers

        In San Diego we are lucky to have a great team of Supervisors and Management staff. Please keep in mind that many personal conflicts should be taken to your Professional Standards team and not taken immediately to management.  Often AFA EAP/ Professional Standards can resolve the problems or issues without Management becoming involved. Once Management is made aware of the situation, an investigation could commence, both parties may be brought in and interviewed and any potential witness(es). The outcome could lead to discipline and or possibly even termination.

        Contacted by Management?


        Know Your Rights

        If you receive a call from any Inflight Supervisor, it is best to first clarify if the conversation could lead to disciplinary action. If the answer is “Yes,” at this point you can request that the union be involved in any further conversations. However, even if the supervisor states that the conversation won’t lead to any discipline, if at any time you feel the questions to be leading or uncomfortable you can once again end the conversation by saying you will only continue with a union rep present.

        Having a union rep there is insurance. It is an advocate and a second set of ears to ensure that your point is understood clearly by the company and not misinterpreted.

        Over the last few months we have seen a steady increase in crew schedulers pawning their responsibilities off on Flight Attendants. There has been a significant spike in the number of reports from Flight Attendants that have been told to find their own transportation.

        Contractually, it is the Company’s responsibility to provide transportation to and from layover hotels and airports. That includes coordinating and paying for it. You are not required to pay upfront and then wait for reimbursement.

        If you are ever asked to pay for a hotel room or transportation or a Visa required to enter a foreign country (yes, that did just happen!) by Crew Scheduling- Contact your AFA Reps immediately! SAN@afaalaska.org

        Merger Update


        National Mediation Board Makes Single Carrier Determination

        The National Mediation Board (NMB) responded to AFA’s application to have the board investigate whether Alaska Airlines and Virgin America are operating as a single transportation system for the craft or class of Flight Attendant. The NMB ruled that the carriers are indeed a single transportation system.

        The NMB will now address Flight Attendant representation at each carrier, and AFA is expecting to be declared the representing union at both carriers shortly after a 30-day waiting period.

        Odds and Ends


        When using the Matrix App, you must “dial in” each of the dates of the trip you will be dropping. So if your trip runs the 12, 13, 14th, you must dial the first month/day and enter, then the second month/day and enter and then the third month/day and hit enter. Please remember that you must also call scheduling!

        There have been reports of phone numbers and addresses changing in Peoplesoft with the JCA switchover. It is a good idea to go in and make sure your contact information is correct. Also it is wise to check your pay, point accrual, banked points, etc. as there have been some reports of “inaccuracies” after the JCA switchover.
