        Open Time Negotiations Update – March 3, 2017

        Open Time negotiations this week

        The AFA Negotiating Committee (NC) and Alaska Airlines management met again February 28-March 1, 2017, in Portland to negotiate a new Open Time system. As you may recall, our current open time system was implemented on a trial basis. AFA chose to end the trial, which put us into negotiations for a new system. Our contract states that we will revert “Back to Book,” which was the Open Time system in effect under the previous contract. For information, see “Back to Book” following the signature block below.

        Meanwhile, the parties will negotiate a new system. However, this cannot be accomplished until some computer programming is done, which may take several months. The current system remains in effect until then.

        We are very close to reaching a tentative agreement

        The NC is pleased to report that we are very close to reaching a tentative agreement (TA) with management. Both sides have worked hard to create an Open Time system that is easier to understand than the current one, gives Flight Attendants more schedule flexibility and does not negatively impact the operation. The parties will meet again on April 18th in Seattle, and we hope to be able to announce a TA after that session.

        Master Executive Council approval, membership ratification and roadshows

        If everything goes according to plan, the NC will present the Open Time TA to the Master Executive Council (MEC) at the scheduled meeting April 25-26. The Local Executive Council (LEC) presidents will vote whether or not to accept the TA for membership ratification. If the MEC approves the TA for membership ratification, all members in good standing (dues current) will have the right to vote on it. Assuming the TA is approved by the MEC for a membership vote, the NC is anticipating roadshows sometime during the month of May.

        Back to Book

        AFA has received several requests from our members to refresh the group on the “Back to Book” provisions. We are definitely intending to put together a membership release dedicated to that topic as soon as we get a chance. As you can imagine, the Jeppesen Crew Access (JCA) cutover and the subsequent fallout has kept AFA busier than usual. If you would like to familiarize yourself with “Back to Book,” refer to Collective Bargaining Agreement (CBA) §12 Exchange of Sequences: Back to Book, which follows the regular CBA §12 of your contract; most of the related provisions are in CBA (BTB) §12.F [Trades with Open Time].         Open Time Negotiations Session 2 Update – December 7-8, 2016

        The AFA Negotiating Committee and Alaska Airlines management met for the second time to negotiate a new Open Time system, with the session taking place in Seattle this past Wednesday and Thursday.

        Background

        As you may recall, our current Open Time system was implemented on a trial basis. AFA chose to end the trial, which put us into negotiations for a new system. Our contract states that our old system (the one in effect under the previous contract) will be reinstated while we negotiate a new system; however, this cannot be accomplished until some computer programming is done, which will take several months. Until then, the current system remains in effect.

        Overview

        Negotiating an open time system is always challenging. AFA wants to maximize Flight Attendants’ scheduling flexibility—the ability to trade trips, to get certain days off or even to straight drop trips. Management believes that every flexibility gain for us increases “liability” for the Company by negatively impacting the staffing and therefore the overall operation, which ultimately leads to higher costs. AFA recognizes that the entire workgroup cannot work only when we choose. In turn management understands, at least to some extent, that Flight Attendant morale is important and ultimately benefits the Company.

        Details

        With those competing interests in mind, the parties engaged in very spirited discussions. Both sides are supportive of the ability to do multiple trades (e.g., trade a 4-day for two 2-days), which we know is very important to Flight Attendants. The parties did not reach actual agreement on any specific provisions, but we did emerge with what we hope will be a framework for a new system. AFA’s last proposal of the session will require management to do some data crunching. If management believes our proposal will create too much liability in the form of uncovered trips, then AFA will need to know how management reached that conclusion. We want facts and numbers.

        Next session

        Based on the parties’ limited availability, our next session is scheduled for late February. Our plan is to see management’s data in advance of the session so that we can ask any questions and get clarifying information in the interim. The Negotiating Committee expects the session to start off with management passing its next proposal.

        “Back to book”

        AFA has asked for updates from management with respect to programming the old (“back to book” Open Time system). Although we recognize it may take some time, the process needs to begin. We will pass along management’s response when we receive it.

        Open Time Negotiations Begin

        The AFA Negotiating Committee met with management November 14-17 this week in Portland to negotiate a new Open Time system. Representing Alaska Airlines management: Vice President of Inflight Services Andy Schneider, Managing Director of Labor Relations Elizabeth Ryan, Director of Inflight Crew Scheduling Kieran Whitney, Manager of Inflight Operations Performance Mike Link and Manager of Financial Planning & Analysis Brittany Schaub. Vice President of Labor Relations Greg Mays also made a guest appearance on Monday to kick off the week.

        Under §12.F.9 [Exchange of Sequences: Open Time Trial] of our contract, AFA officially cancelled the Open Time trial in July. The contract provides that once the trial is cancelled, we will go “back to book”. “Back to book” means reverting to the Open Time system used in the 2006-2010 agreement and related 2010-2012 extension as modified by the “Withholding Open Time” arbitration award. You will find the language associated with “back to book” (BTB) Open Time in BTB §12.F [Exchange of Sequences Back to Book: Open Time Trading] of your contract. A copy of the “Withholding Open Time” arbitration award is also at the back of the contract.

        Management is currently working on programming the old BTB OT system in the new Crew Exchange. As soon as programming is completed, we will go back to book. This is meant as a placeholder while the parties negotiate a new Open Time system.

        The difficulty in negotiating any Open Time system is that management and Flight Attendants have interests that can be challenging to harmonize. From our survey and from our own experience, we know that Flight Attendants want more flexibility—whether to fly less or more, to get certain days off, or to improve the trips on their lines. Management wants to be able to run the operation without increasing its liability for uncovered flying, and to minimize premium pay, junior assignment and the potential for flight cancellations.

        The week started out very collaboratively with both parties spending many hours crafting several different conceptual proposals. However, the Negotiating Committee became disheartened on Wednesday after management proposed changes to Open Time that in our opinion would be significantly worse for Flight Attendants than either the current system or the old system. There is no value in negotiating an Open Time agreement that would be worse than “back to book,” since “back to book” will apply if no new agreement is reached.

        Consequently, we left the session disappointed.

        The parties agreed to meet again on December 7-8 in Seattle. In the meantime, the Negotiating Committee will continue working on possible solutions. We welcome your thoughts and feedback at negotiations@afaalaska.org.

        Open Time Trial Cancellation

        The Master Executive Council (MEC) has surveyed Flight Attendants’ satisfaction with Open Time for several months (May, June and July), and it is very clear from the survey results that the new system is strongly disfavored. (See “Open Time Trial Survey Results – July 2016” for the latest results.) In our opinion, dissatisfaction with Open Time has been made worse by the disappointing programming challenges leading up to full implementation of the new system combined with the continuing connectivity problems in eMaestro.

        Consequently, the MEC has notified management that we are cancelling the Open Time Trial pursuant to CBA §12.F.9 [Exchange of Sequences: Open Time Trial: Cancellation of Open Time Trial].

        As outlined in §12.F.9.a., Open Time will revert “back to book,” which was the system in place in the 2006-2010 contract as modified by the “Withholding Open Time” arbitration award (AFA No. 6-99-2-18-11 [“Withholding Open Time”]). The roll back will occur when Jeppesen is able to program the new Jeppesen Crew Tracking Enterprise (JCTE) Crew Exchange with the old Open Time trading rules.

        Management’s estimate for going “back to book” is sometime between February and July 2017. We are anticipating a specific estimate from management in the near future. In the meantime, Open Time trading will remain under the new system.

        Based on overwhelming feedback from the members, the MEC is requesting that we begin negotiations on a successor Open Time system as soon as possible. Negotiations will proceed with your current Negotiating Committee: MEC President Jeffrey Peterson, Kristy Stratton, Lisa Pinkston and Christina Frees. The MEC sincerely thanks Jake Jones for his service on the past two Negotiating Committees. Jake recused himself from the committee. AFA Senior Staff Attorney Kimberley Chaput will join the committee for Open Time negotiations.

        Keep in mind the recently selected Joint Negotiating Committee (JNC) is a different committee that will negotiate a combined contract pursuant to the Alaska Airlines-Virgin America merger.

        “It’s painfully obvious the Open Time Trial is not working for the Membership,” said MEC President Jeff Peterson. “Let’s keep in mind this new system was always designed as a trial, which is why the parties agreed to an ‘opt out’ clause. The MEC sincerely thanks everyone for taking part in the surveys and sharing their comments, which has given us a lot of material for upcoming negotiations. Flight Attendants want a simplified system without all the confusing codes and a much-improved ability to trade day-for-day or greater that is not necessarily tied to day-of-departure. AFA is committed to delivering a workable Open Time system to our Flight Attendants that is supported by a comfortable majority of our group.”

        You will be hearing a lot more about Open Time in the coming months as negotiations progress.

        Open Time Trial Update May 2016

        [Note: This is a longer communication containing a lot of information, so you might want to read this when you have a decent amount of time set aside.]

        Beyond frustrated with Open Time

        Your AFA Alaska Master Executive Council (MEC) understands that our Members are beyond frustrated with Open Time. Please know that we are doing everything possible to ensure Alaska Airlines management (1) implements the language of the new Open Time system in the way it was negotiated, and (2) that Flight Attendants can access Open Time without it slowing/”hiccupping”/freezing/crashing/etc.

        Speaking of Open Time slowing/hiccupping/freezing/crashing/et cetera…

        Speaking of Open Time slowing/”hiccupping”/freezing/crashing/et cetera, the login issues are not directly related to the new Open Time system of trading. The reality is that no matter which Open Time rules are being used (old vs. new), Maestro/eMaestro has been on its last legs for far too long. Ideally Maestro/eMaestro should have been replaced years ago. The system is designed to handle around 500 connections at any given time (including Crew Scheduling, administrative access, reports, etc.). When everybody is trying to log on at the same time when Open Time opens, the system almost always slows down—or worse.

        What can be done about the connections? The MEC and management previously agreed to more widely stagger the opening of trading. This was done in order to spread out the number of users attempting to access Maestro/eMaestro at any given time and therefore reduce the load on the system. See AFA Alaska’s New Temporary FA to FA and Open Time Trading Schedule update from November 17, 2015, for more information. Realistically, nothing more can be done to speed up Maestro/eMaestro, so in the short term we’re stuck dealing with a slow system.

        Jeppesen Crew Tracking Enterprise (JCTE)

        However, the Company is set to roll out the new crew management system called Jeppesen Crew Tracking Enterprise (JCTE) this coming September 30th. Management has advised the MEC that JCTE will be able to handle many more users than Maestro/eMaestro. You have already heard about JCTE recently from Inflight Crew Scheduling management. Your MEC hopes JCTE delivers as much as has been promised!

        Start of the Open Time trial has become a “rolling delay”

        The MEC and management agreed the trial period of twelve months from “initial implementation” referenced in Collective Bargaining Agreement (CBA) §12.F.10 [Exchange of Sequences: Open Time Trial: Trial Period] should begin when the system is fully functional. During negotiations, the trial was estimated to begin around August 2015, which is reflected in CBA Letter of Agreement 6 [Contract Implementation Schedule].

        As a result of all the programming challenges associated with the new Open Time system, the start of the Open Time trial has become an unforeseen “rolling delay.” In our previous Open Time Trial update dated January 15, 2016, AFA Alaska communicated, “Based on the latest estimates, we are anticipating the Open Time trial to officially begin in the next month or so.” That estimate has proven to be too optimistic by several months.

        Incorrect Open Time programming

        The MEC is extremely disappointed that the new Open Time has been programmed incorrectly. The new Open Time has suffered from major programming glitches that were corrected as recently as just a few months ago. In fact, Open Time was initially programmed incorrectly with more favorable trading rules than negotiated. OT was left to run for several months with the more favorable rules starting last autumn, and then the system was reprogrammed with the negotiated trading rules a few months back.

        Open Time still has one minor bug related to multiple trades even up to the present day. The MEC finds this completely unacceptable. We are pushing for management to install a programming patch that would fix the bug as soon as possible.

        Programming limitations for Maestro/eMaestro and JCTE

        Unfortunately, due to the complexities of programming and resource limitations, no additional changes beyond that possible patch can be made to Maestro/eMaestro. The MEC also knows that all the OT codes (TO, DD, CP and TX) are confusing to many and ideally we would like to condense all the codes into only two categories. However, any programming change requests made to the new system JCTE will not go live until February 2017 at the earliest—or later.

        Open Time trial officially begins this month (May)

        At this point, the MEC is not willing to wait any longer for conditions to improve prior to commencing the trial. Consequently, the Open Time trial will officially begin this month (May), and the MEC will be sending out monthly surveys regarding your opinion of the trial. The first round of surveys will be sent out very soon.

        The MEC will review the survey results on a monthly basis for at least three to four months prior to determining a course of action.

         

        Based on membership feedback the MEC will make a determination on the future of Open Time:

        • If the MEC determines to go “back to book,” reverting to the former Open Time system could take approximately one year. This is because the new JCTE crew management system would need to be reprogrammed with the rules for the former OT system. (It is currently being programmed with the new OT rules.)
        • If we do go “back to book,” AFA will start negotiating a new system as outlined in CBA 12.F.9 [Exchange of Sequences: Open Time Trial: Cancellation of Open Time Trial]. Implementation of a replacement OT system would likely take a minimum of nine months after reaching an agreement with management.

        Other factors contributing to your frustration

        The MEC and Scheduling Committee understand there are several other factors contributing to your frustration. We have heard you loud and clear that all the codes and the trading rules are confusing. In the short term, AFA Alaska is working on a “cheat sheet,” Open Time Trading with the Codes, to help you understand the codes and trading rules. In the long term, the MEC is advocating for combining all the codes into two categories as soon as can be programmed into JCTE.

        Schedule flexibility is also negatively impacted by extremely high line averages in all domiciles. There are fewer Reserves on a comparative basis than in the past, and those Reserves are being highly utilized. Premium OT is being offered nearly every day. From the MEC’s perspective, Inflight appears obviously understaffed. Management has agreed to hire at least one more class this year in order to bring down the line averages, but that will take time.

        Finally, the MEC has received a lot of feedback recently regarding dissatisfaction with the pairings; so stay tuned for more communication from us on that subject!
