        The SFO International Benefits Center, in conjunction with United Council 11 and Alaska Council 35, is sponsoring an online and phone session for Flight Attendants that have been impacted by the effects of COVID-19. Topics to be discussed include unemployment benefits, health care, job placement services and community resources.

        CWA Database Crash:  A message from AFA International

        During this past week, the database at the AFA Membership Services Department experienced a significant technical disruption. While we are able to extract some member data, the problem limits our ability to access detailed information regarding your account. For example, if you need to pay outstanding dues, we are able to tell you the outstanding balance, but not the applicable month it covers. You would then be able to make payment by check or credit card (afacwa.org/payment).

        In advance, we thank you for your patience as all responses will be delayed as we perform the necessary changes to our database. If your question requires research into your membership account, we anticipate the response may be no sooner than November 1.

        Trending Performance Investigations and Disciplines

        CBT

        Discipline for failing to complete quarterly CBTs are continue to trend.  Flight Attendants returning from leave are given 60 days to complete CBTs.  The Council 35 Grievance Committee has been successful in assisting FAs dispute discipline when evidence of technical difficulties exist.  Being busy and forgetting to complete the CBT has not been accepted as extenuating circumstances to miss a CBT deadline and the discipline will remain.  If more than one CBT deadline is missed, discipline will progress to higher steps on the discipline scale (ie 2 missed CBTs in 18 month period will escalate to a Written Warning).

        Reserve Violations

        Reserves that spend their reserve days out-of-base or not remaining within airport during airport standby continue to be investigated.  Violations of the reserve proximity requirements will result in termination on the first offense.  Please see JCBA§11 for rules regarding reserve availability periods.

        Farewell to EO Flight Attendants 

        Council 35 officers would like to wish SFO Early Out (EO) Flight Attendants a fond farewell.  On behalf of the SFO membership we would like to thank you for your years of service and for making the decision to retire to alleviate furloughs due to COVID-19.  Best wishes to you and your family and best of luck in your next life adventure.

        COVID-19 Safety Concerns Onboard

        As reported in our September 9 Updates, service continues to put Flight Attendants at risk. Please continue to report any safety hazards that you experience while performing the expanded onboard service.  This could include instances of increased exposure to passengers (e.g. passenger removing their mask to speak to you, etc.) or other hazards related to service.  You can report these hazards through ReportIt! by submitting either a FAIR and/or ASAP for each flight on which they occur.  Include the terms “COVID-19″ and “service” in your narrative to ensure they are correctly categorized by management.  This data will help our AFA representatives to advocate for safe levels of service.

Keep us connected to our jobs, paychecks, & healthcare. We are counting on you. Thank you.”

        It’s hard to believe it is finally time to say goodbye to our departing Early Out Flight Attendants. The collective efforts of our most senior Early Out Flight Attendants have made it possible for the opportunity to enjoy lifetime careers as Flight Attendants, to be respected as safety professionals and to be recognized as Aviation’s First Responders. Thank you for blazing the trail for all of us—we truly stand on the shoulders of giants!

        For many of us, we have never known a time when you were not available to provide your guidance, encouragement and comfort. We will endeavor to continue the fine traditions that you have pioneered. With the greatest of respect, we offer our gratitude for your years of service, wisdom and grace.         This information and assistance is for SFO employees and SFO based Flight Attendants who have recently been laid off, furloughed, or had their hours reduced as a result of COVID-19. It contains information about unemployment and disability benefits, health insurance options, available airport jobs, and more financial relief and supportive services available in our local communities.

        Health and Safety Concerns with Onboard Service

        Master Executive Council (MEC)

        According to the Centers for Disease Control and Prevention (CDC), COVID-19 is thought to spread through respiratory droplets produced when an infected person coughs, sneezes, or talks.  The spread predominantly occurs between people who are in close contact with others (within about 6 feet).  Guidance from the CDC also indicates that people who don’t live in the same household should maintain 6 feet of distance from one another and that a mask is not a substitute for social distancing.  Though management has implemented a policy requiring the use of face coverings by passengers and employee onboard the aircraft, it is practically impossible for Flight Attendants to maintain physical distancing of 6 feet from other people in the aircraft cabin, especially while conducting onboard service. 

        On July 16, management rolled out a significant expansion of onboard service which involved the addition of several additional beverage choices, including the return of hot beverages including coffee and tea.  This expansion was followed up by further additions on August 16 coupled with the return of ice on the beverage cart.  The addition of so many components of onboard service seems counterintuitive during the middle of the COVID-19 pandemic.  

        Flight Attendants Are Unnecessarily Being Put At Risk 

        By requiring unnecessary interactions with passengers that are not related to safety of the flight, management continues to place Flight Attendants at greater risk of contracting COVID-19 by increasing required interactions with passengers and mandating additional time in the aisle to complete the increased service.  Though management now allows Flight Attendants to bring and wear their own protective eyewear or face shields from home, this is not a substitute for the CDC recommendation to maintain physical distancing. 

        These concerns were resoundingly echoed by data collected from the AFA COVID-19 Onboard Service Survey.  Over 1300 Flight Attendants responded to the survey, which was conducted between July 28 and August 2.  Several key points from the survey include: 

        • Only 18% of those surveyed answered affirmatively* that they believe management considered the safety and health of Flight Attendants when adding beverages back to the onboard service
        • Only 22% of those surveyed answered affirmatively* that they believe the number and type of beverages added back were appropriate given current concerns regarding COVID-19
        • Over 65% of those surveyed indicate that they have experienced passengers removing their face covering multiple times per flight since the July 16 onboard service expansion  

        *An affirmative answer is indicated by a response of strongly agree or agree

        Comments submitted by Flight Attendants as part of the survey list dozens of reports of passengers removing their face covering to interact with Flight Attendants despite onboard announcements directing passengers to keep their face coverings on.  Further reports tell of Flight Attendants observing passengers keeping their face coverings off for extended periods of time as they wait for hot beverages to cool.  The results of the survey, as well as a representative selection of comments submitted by Flight Attendants, were shared with management shortly after the survey closed.

        Management’s Position: Passenger Satisfaction Matters More

        Members of the AFA Air Safety, Health, & Security Committee (ASHSC), Inflight Service Committee, and the MEC have been continually engaging with management to address the risks to Flight Attendant safety and health presented by the expansion of onboard service.  These conversations have involved every level of management within Alaska Airlines, and have included management from inflight, labor relations, safety, and marketing.  AFA Representatives have repeatedly asked management to “stop the operation” and “own safety” by pulling back the expanded onboard service and returning to the pre-July 16 offering.  

        Management, however, has a different point of view.  In several meetings between management and AFA, management has stated that they believe that there is no evidence to say that there is any incremental risk of transmission due to onboard service.  Management has also gone on record to indicate that they believe that the worst credible outcome of a COVID-19 infection to Flight Attendants is “medical treatment beyond first aid”—not hospitalization or death.  This position contradicts the fact that the CDC has recorded over 184,000 COVID-19 related deaths in the United States and leading national forecasts continue to predict thousands of new COVID-19 related hospitalizations per day.

        Management’s overall response has been that they fully intend to continue offering the expanded onboard service despite AFA’s objections.  Their reasoning: an increase in passenger satisfaction scores and a decrease in complaints related to onboard service offerings.

        The MEC is equally frustrated and disappointed that management has made the conscious decision to prioritize passenger survey scores over Flight Attendant health and safety by refusing to reconsider the onboard service expansion that they have rolled out over the past several months.  The failure to address the concerns related to the unnecessary additional risk for contracting COVID-19 that Flight Attendants are being exposed to speaks volumes to the fact that “Ready, Safe, Go” is only a priority when it is convenient and suits the needs of management.  Despite this, the MEC and other AFA representatives will continue our efforts to advocate for onboard service levels that do not put Flight Attendants unnecessarily at risk. 

        Continue to Document and Report Safety Hazards

        Service Survey:  Participation Needed!

        AFA recently published a survey for Flight Attendants to give feedback on the current service.  Many members have expressed their concern with the safety of the increased service levels amidst the COVID19 outbreak.  Please take a moment to complete the survey!  Additionally your Council 35 officers strongly recommend FAs file a report (FAIR) regarding passenger mask removal onboard.

        OAL Travel on Leave

        Council 35 officers have received many messages from concerned members about the loss of other airline (OAL) ZED travel while on leave coming up in October.  Policy surrounding OAL travel is determined by the participating airline.  ZED agreements require that to be eligible for travel, employees must be active.  For an employee to be active, they need to be on payroll, or have a pay event in order to remain active for a given month.  The leaves offered as furlough mitigation leaves are unpaid and FAs that are on these leaves are not considered active employees.  AFA has discussed this concern with management, and have requested that options be considered to allow employees to remain eligible for OAL.  Please stay tuned for progress on this request.

        Rumor Control:  Avoiding IV

        There is a rumor that suggests that applying for a leave will alleviate any risk of involuntary furlough (IVF).  Unfortunately this is not true.  If an FA’s seniority number is in the furlough “zone” there is no action an FA can take that would prevent furlough from happening.  The MEC has published multiple communications on what FAs can do to avoid furloughs at Alaska, which encourages FAs to reach out to Congress to vote in favor of additional support for airline employees.

        Staffing Leaves and Coordination

        Another misconception about leaves is that cashing out vacation or sick bank hours will allow an FA to “coordinate” to keep the FA on payroll and active while on a staffing leave.  The furlough mitigation leaves are unpaid, and FAs will not be able to cash out any days when on one of the upcoming staffing leaves.

        Stay Informed

        Although Flight Attendants are not required to read company emails and bulletins while on leave, it is recommended that FAs keep current with all the latest information while on leave during this time of constant change.  Additionally it’s important to ensure the personal email address on file with AFA is up-to-date.  To change your contact information, please visit the AFA website to update email and/or mailing address.

        As a reminder, Article II.C.1.b of the AFA Constitution & Bylaws require that AFA dues continue to be paid during any leave of absence less than 90 days.  If you currently pay your dues through payroll deduction, dues payments will continue to be deducted as long as you continue to receive a paycheck with sufficient funds for all other payroll deductions plus your AFA dues.  If you are no longer receiving a paycheck or your paycheck does not cover all of your payroll deductions, AFA dues will not be deducted and you will instead receive an invoice from AFA International Membership Services.  Members can pay dues online or submit invoice payment via mail.  Please contact membership services for specific account information.
